Description




About Us:

The City of Glendale's Community Services Department provides a wide range of services for Glendale residents, including utility/rent assistance, emergency home repair, homeless services, services for other vulnerable populations, physical infrastructure improvements, public housing and housing choice voucher programs, neighborhood and community engagement, volunteer programs, affordable housing investments, and physical and digital materials and programs offered by the city’s four public libraries. These programs are designed to strengthen the community by providing services that focus on education, infrastructure, housing, and crisis support to expand access to economic opportunities for all.


The Role:

The Community Services Director is an at-will position which reports to the Assistant City Manager and collaborates with the City Manager, Department Directors, the City Council, and other key stakeholders to implement the city’s vision for public services for residents.

The Community Services Director is responsible for ensuring compliance with all federal grant programs, department budget development, performance reporting, a significant amount of regional partner collaboration, and facility operations for the public library system. The Community Services Director also provides leadership that exemplifies the city’s commitment to fiscal stewardship of taxpayer dollars, ethical decision-making, excellent internal and external customer service, innovation, and continuous improvement and learning – not only for the department but for the city overall.

This is a great opportunity for an experienced professional with substantial experience overseeing resident services with an emphasis on HUD-funded programs. While such experience may be gained in a local government environment, experience gained in other public or private environments may also be of great value.

Salary:

This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 505 with an annual salary between $144,645.80 - $216,968.69.

Holiday, Vacation, and Sick Leave:

Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year.
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

  • Days per year estimates are based on an 8-hour work day.

Retirement:

This position participates in the Arizona State Retirement System (ASRS).

  • The current contribution rate is 12.27%.
  • Contributions are mandatory, and are collected each pay period.

Essential Functions

  • Plans, organizes, and directs the activities and staff of the Community Services Department, which includes community action program, neighborhood revitalization, neighborhood services, housing, library, and arts program.
  • Manages the development of long-range strategic plans, goals, objectives, policies, and department priorities.
  • Directs the implementation of city goals, policies, and procedures.
  • Oversees the contract negotiations with private sector service providers, intergovernmental agreements with school districts, and other government entities. Negotiates agreements and contracts on behalf of the City and Community Services Department.
  • Establishes appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Represents the Community Services Department to elected officials, citizen groups, other city departments, school districts, other government entities and organizations; prepares and delivers written and oral reports and recommendations to the City Council, city management, and citizen groups.
  • Oversees and directs the development and administration of the Community Services Department annual budget, capital improvement budget, grant funds, and self-sustaining budgets.
  • Oversees the development and implementation of strategic plans.
  • Hires and directs the work of consultants performing planning for community services projects.
  • Directs and coordinates all projects relating to expansion of services or expansion or renovation of facilities.
  • Interprets Community Services Department services and policies to city officials, media representatives, community groups, and citizens.
  • Resolves complex or sensitive citizen problems.
  • Represents the City and Community Services Department through participation in professional organizations and community groups.
  • Oversees and administers grant applications.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Minimum Qualifications:
Bachelor's degree in public administration, business administration, or a related field and five years of increasingly responsible management/administrative experience in human services or library services. A Master's degree is preferred.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

  • Principles of supervision, training, and performance evaluation
  • Principles and practices of program development and administration
  • Management principles and practices
Ability to:
  • Effectively plan, organize, and direct the activities of the department

  • Identify and respond to community needs, elected officials and city management issues
  • Negotiate contracts and agreements on behalf of the Community Services Department
  • Effectively communicate verbally and in writing
  • Establish and maintain effective working relationships with elected officials, citizens, employees, civil leaders, and other government entities
