The Department of Family and Community Services
is recruiting to fill an Exempt Deputy Director
located in Anchorage, Alaska.
What You Will Be Doing
The Deputy Director will manage and assist the Coordinated Health and Complex Care team through direct and indirect responses to the issues and needs of youth and adults experiencing cognitive impairment or complex behavioral and/or medical issues. The Deputy Director is delegated full executive authority and must be able to operate and lead the efforts of designing a complex system of care for the State of Alaska, Department of Family and Community Services. Management will include collaborating with community partners and sister agencies; policy development and implementation; regulations development; short- and long-term strategic planning, use of department resources, and program execution.
In addition, they will analyze individuals’ resource issues and referral management and follow-up as well as identify gaps in services. The goal is to help individuals live as independently as possible in the least restrictive environment. The role requires advanced knowledge of the principles and practices of strategic planning, public administration, budgeting, financial management, personnel management, and public relations with a desired focus and experience in behavioral health counseling, psychology, social work, or a closely related field.
To perform this job successfully, an individual must be able to perform each essential duty listed below.
- Address needs and gaps in services delivery for complex behavioral/medical youth and adults, and lead a team to track and coordinate complex cases that may not require services within the Department of Family and Community Services.
- Develop and implement policies for delegated programs; prepare, propose, and coordinate adoption of revisions to legislation, rules, and regulations; interpret and defend policy decisions.
- Conduct strategic planning and determine the most efficient planning method; establish goals and metrics; and communicate policy, strategies, and tactics.
- Research policy, legislative, regulatory, organizational and/or planning changes.
- Represent the department at legislative hearings and meetings, explaining and justifying the program and budget; represent the department in meetings and conferences with State and federal officials, members of the public, and the media; respond to inquiries concerning policy matters, program operations, legislative proposals, administrative reviews, and quality control.
- Work to provide and improve continuity the patient experience before, during, and following engagement within the health system.
- Direct the Coordinated Health and Complex Care team, including interaction with patients and patient caregivers as appropriate, to ensure continuity of care, patient adherence to care plans, and identification of barriers preventing adherence to care plan.
- Coordinate care with other members of the care team to overcome any identified financial or social barriers that inhibit patients’ medical care.
- Direct team to gather records, referral and community resource developments.
- Attend and participate in team conferences as needed.
- Perform all other duties as assigned by the Deputy Commissioner.
Who We Are Looking For
To be successful in this position, a candidate will need to possess the following desired qualifications:
- Master's degree from an accredited college in behavioral health counseling, psychology, social work, or a closely related field.
- At least one (1) year experience working with relevant population (employment and/or internship may qualify as experience).
- Progressively responsible professional experience performing psychotherapeutic casework.
- Working knowledge of the federal and State statutes, regulations, and policies applicable to the mission and business affairs of the department.
- Psychology: Knowledge of the concepts, principles, and theories of human behavior and performance in various contexts, mental processes, or the assessment and treatment of behavioral and affective disorders.
- Therapy and Counseling: Knowledge of diagnosis and treatment of physical and mental ailments, and career guidance.
- Behavioral Health: Clinical experience with the ability to apply principles and methods to provide assessment, diagnosis, and treatment of individuals and families with mental health disorders.
- Accountability: Accepts responsibility for own actions and decisions and demonstrates commitment to accomplish work in an ethical, efficient, and cost-effective manner.
- Developing Others: Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.
In addition to the desired qualifications above, we are looking for a candidate with the following specific experience:
- At least one (1) year experience working with relevant population (employment and/or internship may qualify as experience).
- Knowledge of the principles and practices of strategic planning, public administration, budgeting, financial management, personnel management, and public relations.
- Skill in managing professionals; prioritizing multiple conflicting responsibilities, needs and demands; and appropriately delegating responsibilities and authority.
- Skill in effective decision-making.
- Skill in researching and analyzing problems and issues, developing potential resolutions or alternative courses of action and identifying their costs and benefits, determining the legality and feasibility of proposed options, identifying a best course of action, identifying the necessary resources and building the necessary support for that change, and effectively communicating the problem and its resolution to those tasked with implementation of the change.
- Skill in organizing, evaluating and presenting information, orally and in writing, to a broad variety of individuals under sometimes adverse or stressful conditions, tailoring the communication to its intended audience.
- Ability to effectively manage and direct large and diverse programs subject to scrutiny by the public and/or the legislature.
- Ability to conduct strategic planning, formulate short- and long-term goals and objectives with accompanying organizational and operational plans, monitor progress, and adjust resources to accomplish objectives.
- Ability to develop, interpret and apply department and department policy, regulations, and statutes.
- Ability to interpret and enforce rules and regulations with firmness, tact and impartially.
- Ability to visualize constructive change within the department's operations or services; share that vision with the department's staff, clients, and other stakeholders; and effectively lead the department towards those improvements.
- Ability to negotiate agreement with diverse organizations and persons.
- Ability to motivate, direct, review, and evaluate the work of others.
The following knowledge and abilities are also desired:
- Computer skills including data processing and e-mail abilities are required.
- Excellent health care support and organizational skills are required to maintain the work/caseload.
- Knowledge of and demonstration of professional ethics are essential.
- Ability to work well with multi- disciplinary service providers, and to take direction.
- Must demonstrate age specific/population specific competencies in area(s) of practice.
- Must demonstrate cultural competence.
- Bilingual ability is desirable.
- The ability to work independently as well as with supervisory direction is very important.
- The ability to interact with all disciplines.
