GENERAL DESCRIPTION:
The purpose of this position is to perform routine inspections of residential and commercial buildings in the city to ensure compliance with codes and ordinances.
ESSENTIAL DUTIES:
1. Performs on-site inspections of residential, commercial, industrial and mixed-use buildings and structures during various stages of construction; ensures compliance with applicable codes; perform follow-up inspections as necessary.
2. May conduct preliminary examination of plans and specifications for new construction, additions and alterations to residential, commercial and industrial buildings to determine compliance with the provisions of the building codes.
3. Inspects existing buildings for change of use, occupancy, or compliance with applicable codes and ordinances.
4. Inspects foundation, concrete, steel, masonry, wood construction, framing, plastering, plumbing, gas, heating and electrical installations and a large variety of other complex and routine building system elements.
5. Investigates reports of un-permitted work taking place and/or reports of unsafe building activities; reports findings to Building Official; issues corrective notices and non-permitted work violations; performs follow-ups as needed.
6. Prepares inspection reports on building code violations and issues notices to comply; follows up on corrective actions by re-inspecting construction sites to assure corrections have been made; applies re-inspection fees as needed.
7. Provides information and technical assistance concerning inspection activities; receives and responds to questions or complaints from citizens, property owners, developers, contractors, etc.; investigates problems and recommends solutions.
8. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of self and others.
9. Communicates with supervisor, co-workers, other departments, city officials, inspectors, property owners, contractors, engineers, utility companies, local/state/federal agencies, vendors/suppliers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
10. Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, codes, and ordinances; attends training seminars and workshops

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of construction and inspection principles and processes
  • Knowledge of department and city policies and procedures, and relevant federal, state, and local laws and regulations
  • Knowledge of building, plumbing, electrical, zoning codes and related ordinances
  • Knowledge of the layout of the City, including streets, parks, utilities, and subdivisions
  • Knowledge of computers and job-related software programs
  • Knowledge of mathematical computations associated with construction.
  • Skill in conducting and documenting inspections
  • Skill in communicating building codes and requirements to citizens, contractors, and developers
  • Ability to use a computer and/or specialized equipment
  • Ability to read construction plans and specifications such as blueprints, schematic drawings, layouts, etc.
  • Ability to detect structural faults and appraise the quality of construction
  • Ability to think critically and solve complex problems
  • Ability to exercise sound judgment within the scope of responsibility
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and the public
  • Must be able to meet regular attendance requirements
  • Must be able to drive to assigned locations
  • Must be physically able to move about on construction work sites and under adverse field conditions
MINIMUM QUALIFICATIONS:
High School Diploma/GED; five years’ experience in building construction, inspections, or related. Must possess and maintain a valid State of Alabama driver license. Certification by the International Code Council (ICC) is preferred.
ESSENTIAL PHYSICAL REQUIREMENTS:
The physical activities required for this position involve: Frequent standing, walking; occasional sitting, climbing, reaching, stooping, crouching, and kneeling.
This position requires lifting: Up to 25 pounds occasionally.
This position has the following special vision requirements: Close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
ENVIRONMENTAL WORKING CONDITIONS:
The following environmental conditions and hazards may be encountered while working in this position: Extreme heat and cold, outdoor weather conditions, and electrical hazards. This position is required to occasionally work in close proximity to moving machinery/equipment.
