Analyst/Programmer 2/3/4 Flex

This position will be filled at either the 2, 3, or 4 level, depending on the applicant's qualifications and job experience.

What you will be doing:
Join a dynamic and diverse team responsible for maintenance and enhancements to the Department of Health's Enterprise Applications, including our enterprise service bus, database work, and development projects. This is a small, collaborative team working closely on a variety of technologies with many opportunities for cross-training and professional growth.

We are looking for a highly motivated and dynamic individual who will contribute to the success of a team of Analyst Programmers in developing, deploying, and maintaining information systems to help improve the quality of life for Alaskans.

The successful candidate will demonstrate the following:
  • Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary
  • Ability to learn structured programming techniques and codes and the ability to adapt to changing environments and new technologies
  • Knowledge of current computer system principles
  • Computer Languages: Knowledge of at least one programming language such as .Net or C#, Understanding of generally agreed upon best practices for software development
  • Compliance Inspection: Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders
  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail
  • Ability to contribute to a strong, supportive team environment

Minimum Qualifications
Analyst/Programmer 2:

One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application, scientific application, microcomputer or computer system user support specialty.

Substitution:
A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for all of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.
Special Note:
An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.
Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.
For some positions in these job classes, a background investigation including fingerprinting is required.
Analyst/Programmer 3:

CLASSIFICATION STUDY
This position is currently undergoing review as a part of the IT job class study, and therefore, both the title and the pay range assigned may be subject to change upon the completion of the study.

FLEXIBLY STAFFED
This position is flexibly staffed. This vacancy may be filled at either the 2, 3, or 4 levels, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level of the position. If filled at a lower level, promotion to the higher level will only occur upon successful completion of the probationary period and required training, and the applicant meets the minimum qualifications of the higher job class and final approval by the supervisor.
