Job Summary Responsible for Group wide organization planning and development initiatives. In charge of developing and maintaining a competitive yet cost effective compensation and benefits structure. Manage and monitor compliance of HR policies and procedures. Administer and monitor annual manpower planning requirements. Major Duties and Responsibilities ► Participate in developing of business plan for the human resource department regarding organizational planning and development. ► Participate in developing the annual budget for the human resource department regarding organizational planning and development and ensure maintaining the costs and expenditure within the set budget. ► Implement the human resource guidelines regarding organizational planning and development, policies and procedures and ensure its implementation across the department. ► Identify and evaluate the feasibility of Group-wide Organization Development Initiatives in line with the Group’s strategic direction. ► Initiate and sustain change management interventions for major strategic changes in the group. ► Develop and maintain career and succession plan for key positions. ► Supervise the development and maintenance of a comprehensive, competitive compensation and benefits structure. ► Guide subordinates and relevant personnel for job grading and evaluation to accommodate new job titles in the group’s pay structure. ► Oversee the development and maintenance of Group-wide HR policies and procedures. Monitor compliance and advise on sector / company specific adaptations in accordance with the best practices and Saudi Labor Law. ► Liaise with different departments across the group for manpower requirement collection and summation. ► Direct short to long-term manpower needs of departments by analysing their departmental plans and use information received from departments regarding exits, promotions, transfers) to develop projections for annual manpower budget. ► Oversee preparation statistical reports on labour turnover, employment numbers by departments, and other statistical data as required. ► Manage the development cost effective base salary structures for the Company which reflect competitive pay rates for different levels of skills and responsibility. ► Manage the development cost-effective incentive plans for the Company, which support both short and long goals of the Company. ► Manage the development cost effective benefit programs, which are perceived by employees as valuable and assist in employee retention. ► Oversee monitoring controls to assure that the compensation and benefits programs are properly administered. Supervisory ► Provide guidance and leadership to all employees to ensure effective and efficient flow of work, and ensure all organizational planning and development employees recognize their fundamental role in the section. ► Ensure operations services are successfully and meaningfully being delivered and are supporting the operations of the Al-Ghazzawi Group. ► Delegate some responsibilities to appropriate organizational planning and development subordinates to benefit from smooth running of the section’s operation. ► Monitor the adherence of section employees to the organizational planning and development department’s guidelines, policies and procedures. Competencies The following competencies must be met and practiced on a continuous basis: Behavioral Functional Communication Skills Critical Thinking Decision Making Skills Developing Others Initiative Managing People Organizing & Planning Skills Teamwork Survey Administration Human Resources Language – Bilingual Organizational Planning Organizational Development Qualifications and Experience A minimum of: ► Bachelor’s degree in Business Administration or related degree with a minimum of 6 years of relevant experience, ► Supervisory-level experience is required (2+ years). ► Considerable knowledge of the principles and practices of human resources management (training and development, government relations, job descriptions manpower planning, recruitment, and personnel administration). ► Knowledge of local HR laws and regulations (e.g. Saudi Arabian Labor Law). ► Adequate knowledge of human resources systems and software. ► Ability to select, develop, manage and motivate personnel. ► Proficiency in both English and Arabic Language.
