BACKGROUND
As per the security conditions of the telecom license issued by the Department of Telecom (Do T), all telecom operators must have a facility for call monitoring and various other requirements which are mandatory to the conduct of business.
In order to ensure compliance to these requirements, the license has mandated appointment of a Nodal Officer and Alternate Nodal Officer in every circle, who will be the single point of contact for the security agencies for fulfilment of their requests.
Any violation of the above conditions could result in the suspension / revocation of the license.
Role purpose:
- Processing of Data Disclosure requests received from law enforcement agencies (LEA) in a time bound manner as prescribed by Do T.
- Provisioning of lawful interception (LI) requests as prescribed in the LI SOP issued by Do T.
- Resolve all technical and non-technical issues faced by law enforcement agencies with respect to LI and Data Disclosures.
- Be the sole interface between VIL and LEA’s in matters concerning LI & Data Disclosure.
- Have a close working relationship with LEAs to better understand their emergent requirements on account of technological advancements.
- Prepare reports for LI / Data Disclosure and maintain / destruct statutory records prescribed by Do T for Nodal Operations.
- To strictly enforce privacy and confidentiality in LI and Data Disclosure operations.
- Represent the company in Court cases for the purpose of evidencing disclosure related to data/CDR.
- This position will support the Cluster head/ circle regulatory & Nodal head in ensuring that LEA’s receive their inputs in a timely manner in addition to preparation and collation of monthly reports.
- Maintain high level of confidentiality / secrecy in process and documentation received from Govt. Agencies and provide 24X7 support.
Key accountabilities and decision ownership:
- Facilitate Lawful Interception as per process laid down in LI SOP.
- Providing CDR / SDR Data as per TAT provided by Do T.
- Provide location information and other support 24X7 within reasonable timelines.
- Carry out fortnightly reconciliation for LI order with LEAs.
- Maintain confidentiality
- Preparation of MIS for internal and external submission.
Core competencies, knowledge and experience:
- Ability to handle large volumes of LEA requests on e-mails.
- Conversant with MS Office (Word, Excel and Outlook)
- Conversant with Do T LI SOP, security conditions of license and other instructions issued by Do T from time to time.
- Understand working of computer networks, software applications and databases.
- Good communication skills and good command over regional language
