The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 4 Payroll Officer within Finance Branch.
DPS has a uniquely diverse workforce of approximately 1200 staff, working across a wide range of administration, trade, technical, customer service and professional roles to support the functioning of the Australian Parliament, services to parliamentarians, visitors and the wider community.
The Payroll Officer is within the Payroll team, who work closely with Financial Services team.
These teams deliver the following:
- Administration of pay and conditions
- Establishments and System Support
- ERP Application Systems and Support
- Workforce Scheduling
Who we are looking for
We are seeking candidates who can build productive working relationships across the department, enjoy working in a collaborative environment and have good attention to detail. Working closely with the Payroll and Financial Systems teams you will have an opportunity to identify improvements in processes, procedures, systems and business outcomes, and actively influencing the culture and driving positive change.
Our ideal candidate will have:
- Experience in communicating effectively with internal and external stakeholders on payroll related matters,
- Respond to customer enquiries via telephone, email and written correspondence in a timely and professional manner,
- Proven ability to contribute to a positive work culture,
- Demonstrated experience on the ability to quickly learn the use of SAP systems
Job Specific Requirements:
- Demonstrated experience or the ability to quickly learn the use of SAP System.
- Good understanding of pay and conditions legislation, policies, and procedures in administering a payroll function or the ability to quickly obtain this knowledge.
- High level organisational and administration skills including time management, problem solving and the ability to prioritise work and achieve set targets
- Demonstrated ability to contribute to a positive workplace culture and practices.
- Commitment to continuous improvement strategies
- The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Duty Statement
Classification: Parliamentary Service Level 4
Branch: Finance Branch
Section: Payroll Services
Immediate supervisor: Payroll Specialist
Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 4 classification. The duties will include, but are not limited to, the following:

Provide payroll advice based on Department of Parliamentary Services Enterprise Agreement, Parliamentary Service Act, Commonwealth legislation and policy guidelines.

Administer these conditions using the SAP Payroll system and SAP Employee Self Service (ESS).

Liaise with internal and external stakeholders on payroll related matters to maintain compliance and ensure positive customer outcomes.

Respond to customer enquiries via telephone, email and written correspondence in a timely and professional manner.

Work as a member of a small team to ensure the delivery of the fortnightly payroll and the ongoing management of employee entitlements and conditions of service.

Contribute to the ongoing continuous improvement of payroll process and practices.
- Other duties as required.

Salary
Currently, the salary range for this position is $77,719 - $84,450 per annum.
Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
- Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
- Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
- Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
