Primary objective
To lead a team and ensure the timely delivery of advice and recommendations to decision-makers on Environment Management Plans
(EMPs) under the Petroleum (Environment) Regulations 2016.
Context statement
The Environmental Regulation Division is responsible for striking a balance between protecting the Territory’s environment and enabling
development. The Division ensures compliance with the Territory’s environmental laws by applying best practice regulatory principles
across the regulatory spectrum, from assessment through to compliance and enforcement. We commit to being proportionate,
accountable, consistent, targeted and transparent in providing our regulatory service.
Key duties and responsibilities
1. Lead a team to administer the Territory’s environmental legislation for onshore petroleum in line with the Division’s best practice
regulatory principles.
2. Manage, develop and allocate staff and resources to deliver high level advice and recommendations to relevant decision makers in
relation to onshore petroleum projects in the Northern Territory.
3. Ensure EMPs are processed efficiently and with a focus on the highest environmental risks and impacts.
4. Prepare, review and coordinate EMPs, briefings, reports and other material on environmental matters within statutory timeframes.
5. Work constructively and cooperatively with the Division’s leadership team and other teams in the Division in line with the Division’s
values to deliver the priorities of the Division.
6. Maintain a constructive relationship with the regulatory community in line with the Division’s best practice regulatory principles.
Selection criteria
Essential
1. A degree relevant to one or more of the following disciplines: chemical, physical, geological, hydrological, environmental and biological
sciences, engineering, law, forensic science or auditing or equivalent.
2. Demonstrated understanding of environmental impact assessment within the context of existing legislation and policies.
3. Experience in managing individual and team performance by effective allocation of resources, feedback and mentoring/developing
staff.
4. Highly developed and accurate oral, written and interpersonal communication skills, including effective negotiation skills.
5. Demonstrated ability to apply sound judgement and provide strategic advice on complex and contentious issues.
6. Proven significant experience in one or more of the following: environmental assessment, environmental management (e.g. air, water,
contaminated land, waste), environmental auditing, environmental compliance and enforcement, regulatory investigations or
development of regulatory instruments or guidance material.
7. A clear commitment to engage with and adopt the Division’s values: alignment, caring, courage and taking responsibility.
8. An understanding of Work Health and Safety matters or the ability to acquire knowledge within a short period.
Desirable
1. Knowledge of regulator regimes that impact on the business activities of other agencies and businesses.
2. Experience implementing government regulation in a relevant industry, such as mining, petroleum, waste or process industries.
