Primary objective
Provide high level advice and high-quality support to the NTG Information and Communication Technology (ICT)
Governance Board (IGB) and agencies, including critical analysis and project assurance of major ICT enabled projects in
accordance with the ICT Governance Framework and the Treasurer’s Directions - ICT Series.
Context statement
The Office of Digital Government leads the government's digital advancement agenda, setting the digital direction for the
Territory and providing advice, coordination, and oversight of key government digital initiatives. As a member of a small
team, this position is a key advisor for IGB, the peak body for the oversight of major NTG ICT-enabled projects and provides
cross-sector governance of ICT matters.
Key duties and responsibilities
Provide high level expertise, quality advice and in-depth critical analysis of major NTG ICT projects on strategic and
operational approaches to IGB, supporting successful project completion. Develop, implement, and maintain key
governance, quality assurance and risk management frameworks, standards and processes relating to whole of government
ICT initiatives. Provide advice to Senior Executives, liaise, and manage the interests of competing stakeholders and negotiate
positive outcomes. Coordinate service improvement initiatives and manage project assurance advisors.
Selection criteria
Essential
1. Sound knowledge of project assurance, governance, and risk management requirements applicable to ICT project
management
2. Experience in project management, developing and implementing solutions preferably within a public sector context.
3. Exceptional communication and project management skills with the ability to translate technical specifications into plain
English with experience providing Senior Executive briefings.
4. Proven experience in stakeholder management, negotiation, mediation and delivering outcomes in complex operating
environments.
5. Sound conceptual and analytical skills, with the ability to evaluate benefits and strategies on complex issues.
6. Demonstrated ability to work under pressure, prioritise and manage competing priorities and meet critical deadlines
while maintaining high-quality deliverables.
7. Experience in managing advisory contracts, including procurement, negotiation, engagement, and evaluation.
8. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest,
innovative, and respectful.
Desirable
1. Relevant qualifications in ICT, Project Management, etc.
2. Experience as a project manager delivering ICT-enabled projects.
