The Role
Defence Force Recruiting (DFR) is seeking an APS 6 Contract Management Officer with extensive experience in complex contract management.
This role will require you to work under limited direction and with reasonable autonomy within the team that manages the major advertising contract providing campaign services to assist DFR recruiting for the ADF.
In addition, you will assist in the management of market research contracts that contribute the direction of the campaigns. You will contribute to team knowledge and expertise in accordance with legal principles, legislative and mandatory policy compliance obligations related to contract management in Defence.
Key responsibilities include:
- Be accountable for contract management activities in support of the management of the Creative Advertising and Digital Services (CADS) contract, the Market Support Services (MSS) Panel, and the Market Research Services (MRS) Panel, ensuring compliance with contracts and the agreed processes and procedures.
- Provide advice to DFR on the CADS, MSS and MRS contract usage, outcomes and reporting.
- Use experience to interpret and draft documentation including correspondence, reports, strategies, risk, contract change proposals and other contract management documentation in support of the management of the CADS Contract.
- Engage and negotiate with clients, stakeholders and contractors to respond to complex enquiries and contract management issues, taking the initiative to identify alternative courses of action where necessary.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
DFR is a public-private collaboration between Defence and a recruiting company and provides recruiting services to the Australian Defence Force in accordance with standards and policies set by the Navy, Army and Air Force. Recruiting services are delivered using a mix of military, APS and contractor staff operating in a high energy, multi-vendor environment which is responsible for directly delivering capability to the Australian Defence Force.
The Directorate of Business and Contract Management (DBCM) supports DFR’s wide range of business needs. We contract manage the specialist engaged to support the recruitment effort including recruiting, media, advertising, public relations, market research, and promotional items.
We undertake procurements, ensuring adherence to policies and legislation, and administer and report on the management of DFR’s budget. DBCM also manages DFR’s ICT infrastructure and security requirements, as well as providing business support across civilian personnel administration, personnel and facility security, and Defence and government higher level reporting requirements and submissions.
Our Ideal Candidate
Our ideal candidate will work under limited direction and have a good understanding of contract management and Defence Panel Arrangements. Knowledge of procurement process would be advantageous.
