    Location: Barton, ACT
Application Closing Date: Sunday, 27 October 2024 by 11:30pm AEDT
Classification

APS Level 5 ($85,633 - $91,549)

Employment Type

Ongoing and non-ongoing (for an initial period of up to 12 months).

This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.

Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

Flexible Work

At PM&C we recognise the broad benefits of offering flexibility in how, when and where work is performed. We consider flexibility first from a starting position of ‘how can we make this work?’ and consider individual circumstances and operational requirements in making genuine attempts to establish mutually beneficial arrangements. Please reach out to the contact officer if you would like to explore what flexibility might look like for you, such as part time work, variable start and finish times or working from home.

Who we are

The Governance, Performance and Audit (GPA) Branch is a small, dynamic and professional team which sits within the Corporate Division. GPA is responsible for PM&C’s internal governance arrangements, including: managing the annual audit program; secretariat support to the department’s governance committees; coordination of operational and strategic planning (Corporate Plan, Annual Report, Business Plans); preparation of the Risk Management Framework, Fraud Control Plan, fraud and corruption control and investigations, complaints handling, and managing the Integrity Framework.

We have extensive reach across the department and work closely with the senior executive.

What you will do

We are seeking motivated, detail-oriented candidates with excellent communication skills to fill roles in the Organisational Performance team and the Audit team. The roles will work across the department to provide advice and support, together with branch colleagues, on a range of organisational performance and audit matters.

You will be part of a small team to:
  • Foster and sustain relationships with key internal and external stakeholders, providing high quality advice and managing the resolution of issues.
  • Handle sensitive information, maintaining confidentiality and modelling ethical behaviour and practices consistent with the APS Code of Conduct and APS Values.
  • Prepare various briefing materials to the Executive.
  • Other duties as required in consultation with the Director and Assistant Secretary, Governance, Performance and Audit.
Organisational Performance-specific duties:
  • Assist with the coordination of divisional/group input for corporate reporting requirements for the annual report and corporate plan.
  • Engage with divisions across the department to support business planning and performance reporting requirements, including preparation of the Annual Performance Statements and continuous improvement in performance reporting.
  • Support and coordinate the department’s emissions reporting requirements and implementation of APS Net Zero.

Audit-specific duties:
  • Assist with the development, delivery and monitoring of the department’s Internal Audit Work Program, including: undertaking research on audit topics; coordinating meetings; assisting to prepare reports on audit activities; and supporting business areas during the course of audit activity.
  • Coordinate with audit service providers, including: facilitating engagement with business areas; assisting with the development of audit plans, milestone reporting and reviewing audit reports; and ensuring work undertaken by internal auditors is within the agreed scope.
  • Provide high level secretariat support to the Audit and Risk Committee, including: supporting the committee members; coordinating meeting arrangements; drafting meeting papers and managing actions arising.

What you will bring

Relevant experience in a similar role will be highly regarded but is not essential. You will demonstrate the ability to contribute to a high performing small team in a time critical environment, manage competing priorities and demonstrate a flexible approach.

Given the nature of the roles and exposure to sensitive conversations and information, you will possess sound judgement, discretion and strong attention to detail. You will be committed to working collaboratively across the department to drive results, have a good understanding of the importance of the department’s purpose and values.

To be successful in the role you will demonstrate:
  • Sound judgement, discretion and attention to detail.
  • Strategic thinking and the ability to identify emerging issues.
  • Strong written communication skills, including the ability to prepare clear and concise advice and correspondence.
  • Excellent verbal communication, liaison and stakeholder engagement skills.
  • Resilience and ability to perform in a rapidly changing environment and under pressure.
  • High-level skills in record keeping and building associated systems to ensure retention of corporate knowledge.
  • Ability to work independently, using self-initiative and drive.
  • Prior experience working with senior executives is desirable but not essential.

Eligibility
  • Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply.
  • The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
  • The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.

Security Clearance Required

Negative Vetting Level 1 (Secret)
