The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over nearly 400 sailings each day on nine ferry routes. WSF transports nearly 19 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.



The Opportunity

WSDOT is currently seeking a Deputy Electrification Program Administrator to serve as a key member of the Electrification Program senior leadership team. This position utilizes a strategic focus to manage, direct, and control, all resource groups, including Design-Build, Design-Bid-Build contracting, Administrative, Project Controls, and Budget/finance of the Program. The program scope includes the design and construction of new vessels, vessel conversions, and terminal improvement projects.


This position is second in command and, in the absence of the Program Administrator, leads the program including the duties herein, the Design-Build and Design-Bid-Build projects, and all program communications.


What to Expect

This position will work with legislators, legislative staff, other elected officials, and key stakeholders to resolve policy issues, develop transportation system plans, develop financial strategies and funding, secure interagency agreements, environmental streamlining initiatives, and implement design-build and/or design-bid-build and innovative construction methodologies for delivery of the System Electrification Plan.


Among the varied range of responsibilities held within this role, you/the Deputy Electrification Program Administrator will:

  • Direct and control the WSF multi-billion dollar System Electrification Program
  • Program management oversight from scoping through completion.
  • Develop and manage task orders for the General Engineering Consultant (GEC).
  • Engage with public and private stakeholders, develop agreements, and participate in critical community engagement and tribal coordination.
  • Develop decision packages and grant applications.
  • Coordinate integration of assets/technologies.
  • Develop plans for operational implementation of assets and lifecycle support.


Qualifications

To be considered for this opportunity, the following are required:
  • Bachelor of Science degree in Engineering (Mechanical, Marine, Electrical, or Civil) or a closely related field.
OR
  • State registration as a Professional Engineer
AND
  • Ten (10) years of experience in the Maritime or Transportation sector, with at least five (5) years in a leadership position.
  • Significant experience leading and managing complex shipbuilding and/or construction projects, including developing contracting methodology, overseeing contract documents, and managing contracts.
  • Demonstrated experience resolving complex issues with various entities with differing objectives, i.e. contractors, consultants, public agencies, and local communities.
  • Experience maintaining accountability and public trust as well as setting the overall direction and policy for financial transactions and internal controls in a highly visible environment.
  • Demonstrated experience effectively communicating with legislators, executives, WSDOT regions, media, and the public.
  • Development of policies for a complex organization.
  • Experience in representing an agency or business in public forums including community, legislative, and executive meetings.
  • Performing high-level negotiations and partnering with local jurisdictions, agencies, and contractors.
  • Expert application of advanced management, leadership, and strategic planning principles.
  • Extensive knowledge of NEPA, SEPA, and permitting requirements of very large, complex projects.
  • Extensive knowledge of limited access laws, guidelines, and processes.
  • Broad background including planning, project development and contract administration, project prioritization methods, asset management techniques, and transportation system analysis methods.
  • Extensive knowledge of the state’s legislative, and budget processes.
  • Transportation and civil engineering and/or marine engineering practices and standards.
  • Environmental laws and regulations.
  • Extensive knowledge of utilities, franchise agreements, and easement laws, guidelines, and processes.
  • Expert written and verbal communication skills, including the ability to communicate complex information to diverse technical and non-technical groups and the media.
  • Strong and strategic leadership ability to lead and manage complex delivery of a multi-billion-dollar program.
  • Analyze and resolve highly complex and/or politically sensitive issues, and interagency and public relations issues.
  • Formulate and implement policies and procedures and translate strategic plans into detailed goals and objectives.
  • Direct and manage a complex organization.
  • Implement and encourage continuous improvement/change.
  • Coach, motivate, and empower employees.
  • Engineering problem-solving skills.
  • Make both strategic and tactical decisions.
  • Understanding and implementation of Practical Design Policies.
  • Ability to develop constructive and collaborative organizational, employee, and union/management relationships, ability to build trust with the public, build consensus, and facilitate competing interest groups/individuals in solving complex problems.
  • Ability to learn new information and adjust direction based on the new development/information.


It is preferred that qualified candidates also have:

  • Master’s in engineering or closely related discipline.
  • Professional Engineer license desired.
  • Minimum fifteen (15) years of experience in the maritime or transportation sector, with at least five years in a leadership position.
  • Minimum of five (5) years of experience managing capital projects.
  • In addition, the incumbent should have:
    • Thorough understanding of all organizations representing the many areas of the industry.
    • Thorough understanding of public and private organizations and agencies with interests in Washington State Transportation system operations and management.
    • Experience working with legislative committees, and a thorough knowledge of different agencies’ roles in the legislative arena.
  • The most desirable candidate will also have significant experience leading transportation system planning at a regional or statewide level.

  • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
