Oneida is seeking experienced FEMA Public Assistance (PA) Water Quality Specialists to support long-term disaster recovery efforts in Florida following Hurricanes Helene and Milton. Specialists will collaborate with FEMA and local government officials to provide disaster grant assistance for the repair, replacement, and restoration of public infrastructure and facilities. This includes leading exploratory calls and recovery scoping meetings; reviewing projects, ensuring validation, and determining hazard mitigation requirements; and overseeing environmental and historic preservation reviews. RESPONSBILITIES: - Provide expert guidance and support to FEMA's PA Program, specifically in addressing water quality concerns in the aftermath of disasters. - Identify potential health hazards and risks associated with waterborne contaminants. - Collect water samples and conduct laboratory analyses to determine the presence and concentration ofpollutants, pathogens, and other contaminants in affected water sources. - Interpret test results and assess the impact on public health and the environment. - Ensure that all water quality assessments and remediation activities comply with federal, state, and local regulations, guidelines, and standards. - Provide technical guidance and support to FEMA staff, applicants, and contractors on regulatory requirements and compliance issues. QUALIFICATIONS: - A Bachelor’s Degree with 10+ years of relevant field experience and a Water Qualification Association (WQA) Certification - Willingness to undergo and pass a federal background investigation to obtain required security clearance. POSITION REQUIREMENTS: - Ability to deploy to locations throughout North Carolina. - Physical capacity to conduct site visits in austere locations, with exposure to challenging terrain, sun, and heat. - Strong team collaboration skills to contribute to program objectives. - Excellent written and verbal communication skills.
