DATE CREATED/REVISED: October 30, 2024 FLSA STATUS: FULL TIME, EXEMPT REPORTS TO: DIRECTOR OF WATER QUALITY POSITION SUMMARY: The Program Manager of Water Quality is a full-time, salaried position with traditional weekday office hours and some evening meetings, travel, and events outside of regular office hours. Primary duties include developing, coordinating, and implementing initiatives that address water quality issues in northwest Ohio. This position is responsible to manage, oversee, and grow TMACOG’s water quality programs and projects. ESSENTIAL FUNCTIONS:
Manage TMACOG’s water quality planning and education programs and projects; oversee project and program timelines and deliverables and supervise water quality staff
Integrate climate resiliency, environmental justice, and emerging issues into current water quality planning and educational programming
Develop and launch new water quality programs, planning studies, and initiatives
Seek grant funding, write applications, administer grant-funded projects, and submit reports to funding agencies
Collaborate with stakeholders, including local governments, regulatory agencies, elected officials, and the public to build consensus on regional water quality planning efforts
Stay current on water quality regulations, ongoing and emerging environmental issues, and state and federal policies

Proven experience managing programs and overseeing project work of other staff members

Comprehensive understanding of federal and state water quality regulations
Working knowledge of local, state, and federal funding mechanisms for water infrastructure and watershed restoration
Comprehensive understanding of Western Lake Erie Basin water quality issues and water infrastructure needs within northwest Ohio
Working knowledge of concepts, principles, and best practices for regional water quality planning, watershed analysis, and urban planning
Strong background in research and data analysis, report development, and/or project management
Experience with Geographic Information System (GIS) mapping technology, associated data presentation formatting through online applications, and database management
Outstanding relationship-building and interpersonal skills; passion for building community support and demonstrated ability to bring people together to accomplish a common goal
Excellent written and verbal communication skills; thorough knowledge of proper grammar, spelling, and punctuation for the preparation of professional written reports, projects, and plans; ability to make effective presentations at meetings of governmental groups and at public events
Exceptionally well organized and able to plan, prioritize, and adjust work tasks to meet and coordinate deadlines; ability to manage multiple projects and issues simultaneously and complete them on time with minimal supervision
Experience working with local, state, or federal governments; ability to communicate complicated topics to public groups
Creative and effective problem-solving skills; ability to gather and interpret data and information to solve practical problems
Proactive and self-motivated; willingness and desire to improve and learn new processes

PHYSICAL DEMANDS/REQUIREMENTS: Work is typically performed both in the office and outdoors. Intermittent sitting, standing, and stooping; must be able to occasionally move or lift objects of no more than 85 lbs. Possess, and maintain, a current, valid driver's license. The employee is regularly required to stand, talk, or hear in person or over the telephone. WORK ENVIRONMENT/CONDITIONS: While performing the duties of this job, the employee regularly works in an office setting. Work from a home office using equipment provided by employer is also expected. EDUCATION AND/OR EXPERIENCE:
Graduate Degree in Urban Planning, Public Administration, Environmental Studies or a closely related field.
Minimum 5 years of experience in environmental or urban planning or a related field with an emphasis on and proven experience in project and program management.
