Watch Center Officer

Summary of Work
This position will reside in the 24/7 Watch Center and be responsible for monitoring incidents, emergencies and events within the State of North Dakota that could require a state response and ensures operational readiness for the State Emergency Operations Center (SEOC). The position is under the Response Section of the North Dakota Department of Emergency Services, Division of Homeland Security. Duties include, but are not limited to the following:
  • Support the maintenance and development of an overall daily Common Operating Picture (COP) for the State of North Dakota.
  • Serve as a rotating Watch Center Officer to provide ongoing situational awareness, coordinate assistance in response to emergencies and disasters and assist with operations.
  • Coordinate notification and initial preparedness and response-related activities with whole community partners to include voluntary, local, state, tribal and federal agencies and the private sector.
  • Perform and coordinate information and intelligence collection from a variety of sources (i.e. phone, Web EOC, dashboards, databases, etc.), analysis and development of reports/products for situational awareness and decision-making purposes on a daily basis.
  • Prepare input for daily briefings, presentations and reports as appropriate.
  • Support the Information and Intelligence Unit within the State Emergency Operations Center (SEOC) Unified Command System with maintenance of situational awareness, development of Common Operating Picture (COP) and dissemination of incident documentation during emergencies and disasters.
  • Maintain appropriate operational contact lists and databases.
  • Conduct testing of appropriate notification and communications systems (i.e. NAWAS, Harris Radio, Everbridge, etc.).
  • Perform all functions of a Watch Center Officer on a rotating basis and during emergencies or staff shortages.
  • Ability to work shifts consisting of 12 hours from 7:00 am to 7:00 pm and 7:00 pm to 7:00 am.
  • Extra hours may be required during emergency operations and travel.
  • Basic computer skills to include Microsoft Office products.
  • Perform additional duties as required or assigned.
  • Ability to travel both in-state and out-of-state.
  • Maintain a valid driver's license and appropriate driving record.


Minimum Qualifications
Requires an Associates degree in a related field and one year of professional work experience demonstrating extensive verbal, written, analytical and interpersonal communication skills. Additional work experience as described above, may substitute for the education on a year-for-year basis. Successful completion of the interview process, reference checks and criminal background investigation.
Preference will be given to candidates with demonstrated experience in information and intelligence collection and analysis, emergency management, operational planning or incident response coordination.
