This position is responsible for the collection, processing, reconciliation and reporting of Town revenues and supports the Town Clerkâs office by performing administrative, accounting, and customer service-related duties.
Major Job Duties
Collects property taxes and other fees, fines, and payments, including delinquent amounts.
Prepares tax warrants and bills. Implements tax lien and deed procedures.
Balances monies collected against receipts daily. Reconciles Tax Collector and Town Clerk accounts with the general ledger monthly. Submits daily remittance reports to Treasurer. Responsible for preparing annual Department of Revenue Administration MS-61 and other reports.
Processes vital records requests, files and certifies birth, death and marriage certificates, and the issuing of marriage licenses on behalf of the Town Clerk.
Processes motor vehicle (MV) and boat registrations including issuing MV permits, calculating and collecting fees, title applications, lost plate, lost registration, and lost decal forms. Completes state portion of registration process. Upholds state standards of procedure as required of Municipal Agent.
Processes new and renewal dog licenses. Sends required licensing information to dog owners. Maintains records and database for customer outreach. Receives rabies certificates from veterinarians' offices and maintains information in Town database for appropriate customer outreach. Prepares list of delinquent licensees for Selectboard.
Helps prepare reports and other documents for inclusion in the annual Town Report.
Processes pole licenses and fees.
Attends local and regional professional meetings, including the District and Annual Meetings of the NH Town Clerk's Association and the NH Tax Collector's Association.
Assists the Town Clerk with a range of election responsibilities including, but not limited to voter registration, maintenance of voter checklist, changes of party affiliation, preparation of local ballots, custody and control of state and general election ballots and absentee ballots, and preservation of the checklist. Helps set up polling places, post sample ballots and prepare absentee lists and voter instructions for elected Supervisors of the Checklist.
Print and collect utility billing
Performs other related duties as assigned.
Minimum Qualifications
Knowledge and level of competency associated with the completion of specialized training in the field of work and basic skills typically associated with completion of a college degree.
Two or more years of experience that includes working as a Tax Collector, accountant, or service in a similar role; or equivalent combination of education and experience, sufficient to excel at all facets of the job.
Appointment by the State of New Hampshire as a Notary Public.
Qualified to perform the tasks of a New Hampshire Municipal Agent, or ability to qualify within three months of hire.
Ability to be bonded.

Knowledge of relevant state laws and municipal ordinances including but not limited to statutes pertaining to tax collection, tax lien procedures, municipal agent functions and state election
Knowledge of municipal accounting practices.
