Position Summary & Responsibilities
Position Summary:
The Prisoner Review Board (PRB) official in this position is member of a three person team that contributes to the overall public safety by determining when an incarcerated inmate will be released; establishing supervision conditions of post release, parole and conditional release supervision; reviewing and recommending discharge of offenders from parole and conditional release supervision per the recommendation of the parole officer; revoking the release of those offenders who have violated the conditions of their supervision; attending public comment sessions and reviewing officials` comments relative to potential releases; and, participating in other Board activities and functions.
Job Responsibilities may include but are not limited to the following:
Conducts Parole Eligibility Hearings to determine to grant Parole, when appropriate, and establish or revise conditions for Residents under Indeterminate sentences, off-grid sentences, or other sentences whose release is mandated by PRB decision by law or statute. This includes, but not limited to, extensive preparation, research, and file review pre and post hearing, and full board reviews.
Reviews release plans and establishes or revises conditions (when appropriate) for all Residents being released on Determinate sentences or conditional releases on post release supervision.
Conducts hearings on Residents charged with violating their conditions of release, to 1). determine by preponderance of evidence if a violation did occur, and 2). to determine if the Resident should remain on parole, conditional release, or post release supervision, or to revoke such status and serve a term of incarceration.
Maintains timely and accurate data entry in applicable KDOC databases.
Reviews applications for Executive Clemency and makes recommendations to be forwarded to the Governor for final decision.
Reviews, considers, and makes final decisions on applications and recommendations for early discharge of Residents as submitted by parole staff.
Participates in Public Comment Sessions to hear and receive comments in support and in opposition of Residents eligible for parole release. These sessions may be by video conference or in person.
Participates on various committees, councils, or other various organizations as needed or as availability allows; attend appropriate and relevant trainings; reviews and determines whether to grant release to Residents functionally incapacitated (per K.S.A. 22-3728). Provides feedback to the Chairperson for final decision whether to grant release to Residents who have terminal medical conditions (per K.S.A. 22-3729). Other duties as assigned.
Qualifications
Minimum Qualifications:
One year of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
Bachelor’s Degree
Management experience in a probation/parole agency.
Computer proficiency.
Knowledge and proficiency with Microsoft Programs including Word, Excel, Access and Power Point.
Familiarity with Department of Corrections Databases (OMIS/TOADS).
Demonstrated knowledge of:
- Kansas sentencing laws;
- Offender risk reduction strategies and release planning;
- Kansas corrections system;
- Federal and state laws, regulations, policy and procedures pertaining to the Kansas corrections system; and Case management and classification.
Demonstrated ability to:
- Work with KDOC data systems or ability to quickly learn those systems;
Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
