Pima County Conservation Lands and Resources Department (CLR) is seeking a highly motivated and passionate Natural Resources Program Specialist to assist with implementing CLR’s ecological restoration goals across roughly 250,000 acres of County-managed conservation land. This position is primarily field-oriented with a major focus on invasive plant species control activities and a minor focus on other projects related to ecological restoration, habitat enhancements, and natural and cultural resource protection. The candidate who fills this role must be able to meet the physical requirements of the position and able to withstand the rigors of off-trail travel in remote locations while carrying a heavy backpack and/or tools, often in extreme temperatures and steep desert terrain. The candidate in this role brings a passion for protecting the Sonoran Desert and works well both individually and as part of a team. These Program Specialist positions reside in the Restoration Program of the newly formed Conservation Lands and Resources (CLR) department.
Duties/Responsibilities

- Monitors Pima County conservation properties, easements, and facilities to assess resource conditions, identify threats, and determine impacts;
- Reports assessment results and provides recommendations for resource protection and restoration actions;
- Assists with planning, implementing, monitoring, and reporting on projects related to resource protection, ecological restoration, habitat enhancement, historic preservation and/or trails-based recreation on conservation properties;
- Collects and manages geospatial data including implementing quality-assurance procedures;
- Utilizes a variety of programs and tools, including geographic information systems software;
- Participates in invasive species monitoring and/or control efforts including manual, chemical, biological, and cultural control methods;
- Assists with development and delivery of outreach activities including presentations on program activities to a wide variety of audiences;
- Assists with special events planning and administration;
- Meets with various County personnel and/or outside agencies and organizations as needed to complete assigned work;
- May collaborate with internal and external partners on some work assignments;
- May lead staff, volunteers, and/or interns in specialized program activities.
Minimum Qualifications
(1) An Associate’s degree from an accredited college or university with a major in natural resources management, restoration ecology, conservation biology, botany, environmental science, wildlife biology or a related field as determined by the department head at the time of recruitment.
OR:
(2) One year with Pima County in a classification including natural resources management, environmental restoration, or other land-management activities.
(Relevant experience and/or education from an accredited college or university may be substituted.)

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
- Experience performing invasive plant control methods, primarily chemical, manual, and/or mechanical methods.
- Minimum six (6) months experience performing work outside in rugged/remote terrain.
- Minimum six (6) months experience working in the desert southwest (US/Mexico) preferably in the Sonoran Desert region, performing field work with plants, animals, and/or hydrology.
- Experience assisting with one or more ecological restoration or habitat enhancement projects including vegetation management, erosion control, creating wildlife habitat features, etc.
- Experience using mobile or desktop GIS data tools.
- Experience with outreach and other program-specific communications within an organization and to the public.
- Experience driving in 4-wheel drive, driving with a trailer, and driving ATVs/UTVs.
- Experience with project management from planning to implementation.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. As a condition of hire, selected candidates must acquire within 90 days from hiring date their Pesticide Certified Applicator License from the Arizona Department of Agriculture Pest Management Division and maintain that license during employment. The successful candidate may also be required to complete Forklift Safety Training/Certification, Van Safety Training, or other safety trainings or certification programs as needed.

Physical/Sensory Requirements: Must be able to withstand the rigors of off-trail foot travel in remote locations daily while carrying a heavy backpack and/or tools, often in extreme temperatures and in steep desert terrain. Sometimes will be required to: lift and carry up to 60 pounds; safely operate assigned vehicles and other powered equipment; work in extremes of heat, humidity, dust, cold; safely wear required safety clothing/equipment; work with noxious or potentially hazardous chemicals, compounds, or products; ascend or descend ladders, stairs, and/or mountains slopes to reach and work upon elevated or below-grade work platforms and job sites; differentiate between colors. Spends part of time in an office setting working at a computer station. Must be capable of driving for long distances at a time, up to 3 hours one-way. Must be able to use County-provided smart phone or other mobile device to collect geospatial data in the field. May be required to operate heavy equipment, drive with a trailer in tow, or drive ATVs/UTVs in field settings.
