About the division:
The Washington State Health Care Authority (HCA) is driving transformative health care change through initiatives like the Medicaid Transformation Project (MTP). This program focuses on improving health outcomes and reducing costs for over 2 million Medicaid enrollees statewide. The Managed Care Programs Division (MPD), in partnership with HCA’s Strategy, Policy, and Innovation (SPI) division, is charged with implementing the MTP's core operational initiatives. The position supporting this work will coordinate efforts across MPD, the Policy division, other HCA divisions, state agencies, Tribal governments, and stakeholders to ensure compliance with state and federal regulations, contributing to HCA’s mission of innovative, accessible health care.
About the position:
The Health-Related Social Needs (HRSN) Supervisor leads policy and program management efforts related to reentry healthcare and health-related social needs (HRSN) within the Medicaid Transformation Project (MTP) 2.0. This role includes developing reentry strategies for justice-involved individuals and managing the HRSN program across HCA divisions, state agencies, tribal governments, managed care organizations, and other key partners. The supervisor advises HCA leadership, supports staff in implementing the MTP 2.0 waiver for HRSN, and collaborates on solutions to complex health coverage issues. A key responsibility is maintaining relationships with national health policy organizations and CMS to ensure Medicaid eligibility and alignment with MTP 2.0 goals.
This position is eligible to telework but is occasionally required to report on-site to meet business need (Olympia, WA). The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
- Supervise and lead a team of HRSN (MAPS 3) SMEs to implement Washington’s 1115 Medicaid waiver (Medicaid Transformation Project, MTP 2.0).
- Establish and maintain effective relationships with Accountable Communities of Health (ACHs), Managed Care Organizations (MCOs), carceral facilities, Tribal Governments, and community stakeholders.
- Supervise internal and external HRSN workstreams related to community-based coordination and operational development of the MTP 2.0 1115 waiver.
- Collaborate across agencies and divisions to develop and implement innovative HRSN programs.
- Report to leadership on HRSN program analysis capacity, identify health inequities, and develop policies to reduce these disparities.
- Conduct policy research and provide analysis and guidance for HRSN programs to division leadership, policymakers, and stakeholders.
- Supervise contract administration, development, monitoring, and compliance activities; educate the public about HRSN services. Develop policies for MTP 2.0 1115 waiver implementation in compliance with legislation, statutes, policies, and CMS terms and conditions.
- Develop and implement accountability metrics (process and outcome) for both internal and external use.
- Consult with Tribal governments, MCOs, health plans, ACHs, courts, carceral entities, and other partners to collaboratively address HRSN needs and align with reentry services.
Qualifications
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
Master’s degree or higher in public health, public administration, social work, or a closely related field and two (2) years of the required experience below
Option 2:
Bachelor's degree in a field listed above and Four (4) years of the required experience below
Option 3:
Eight (8) years of the required experience below
The required experience includes the following:
- Professional experience in health service programs, social service programs, or Medicaid programs (i.e., Apple Health, TANF, WIC, SNAP, CPS, LTSS, etc.).
- Excellent communication, writing, and facilitation skills.
- Ability to work independently and manage multiple projects and competing priorities.
- High level of confidentiality required.
Preferred qualifications:
- One year of supervisory experience.
- Two or more years of project management experience (i.e., Lean Six Sigma, PMP Certification)
- Experience working with justice-involved populations.
- Experience drafting agency policies and procedures.
- Contract oversight and quality metrics experience.
