The Quality and Population Health Management (QPHM) program leads clinical quality, health equity, and population health work at the Department of Health Care Services (DHCS). Within QPHM, the Quality and Health Equity Evaluation and Monitoring Branch is responsible for program evaluations and monitoring of DHCS’ efforts to improve health equity and the quality of care all beneficiaries receive.
DHCS is currently engaged in a number of exciting initiatives, including new efforts under the Behavioral Health Transformation and other innovative program activities throughout the department. The Health Program Specialist I (HPS I) will be part of a growing team tasked with evaluating the impacts of these initiatives on health and health equity. The HPS I will be an expert in defined areas of the Medi-Cal policy and health equity principles and will use this expertise to write and review evaluation reports, and make the nexus of data and policy, and will evaluate programs, influence policy and develop high level data literacy through collaboration with various DHCS programs.

Working Conditions
This position is eligible for remote hybrid work. Employee may need to report to the Sacramento offices no more than twice a week.
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California.
