This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work
long term.

The Kent Conservation District, a governmental subdivision of the State of Delaware, is seeking applicants for an
Environmental Specialist I/II position for contractual services with the Delaware Department of Natural Resources
and Environmental Control (DNREC), Division of Water - Commercial and Government Services section.

This position provides administrative and technical support to Delaware’s National Pollutant Discharge and
Elimination (NPDES) stormwater general permit program. Candidates should demonstrate the ability to apply core
science skills to regulatory permitting activities related to stormwater pollution. The candidate selected for this
position will be trained to perform work to support several core stormwater pollution programs.

JOB DUTIES:

  • Reviewing permit applications and stormwater plans for administrative completeness.
  • Support stormwater permit compliance in the Chesapeake Bay watershed.
  • Preparing documents for public review.
  • Supporting preparation for public hearings.
  • Developing and delivering education and outreach materials.
  • Engaging with permittees on compliance support.
  • Researching and providing technical support on stormwater best management practices.
  • Assisting with compliance inspections.

QUALIFICATIONS:
Applicants for the Environmental Specialist I level must have education, training and/or experience demonstrating
competence in each of the following areas:


1. Possession of a bachelor’s degree or higher in Environmental Planning, Biology, Environmental Science, Natural
Science, Architectural History/Historic Preservation, Archaeology/Anthropology, or related field.

2. Gathers data and conducts limited studies and resource evaluations on less complex environmental
projects/programs for state and federal regulatory compliance.

3. Assists in project review by coordinating with project managers, regulatory agencies, and other project
stakeholders to gather information and document findings.

4. Assists higher level Environmental Specialists and Environmental Scientists on complex environmental
project/program reviews.

5. Regular contacts are typically with internal agency staff and with external agency representatives, regardless of
the method of communication, for the purpose of coordinating and gathering information.


Applicants for the Environmental Specialist II level must have education, training and/or experience demonstrating
competence in each of the following areas:


1. Possession of a bachelor’s degree or higher in Environmental Planning, Biology, Environmental Science, Natural
Science, Architectural History/Historic Preservation, Archaeology/Anthropology, or related field.

2. Conducts studies and resource evaluations of complex environmental projects/programs for state and federal
regulatory compliance.

3. Independently coordinates with project managers, regulatory agencies, and other project stakeholders to
minimize impacts on the natural and/or cultural environment when reviewing project and/or program plans.

4. Leads less complex environmental project/program reviews and helps higher level Environmental Specialists and
Environmental Scientists on the most complex environmental project/program reviews.

5. Actively participates in meetings with project managers, regulatory agencies, and other project stakeholders to
resolve environmental or cultural resource compliance issues.

6. Regular contacts are typically with internal agency staff and with external agency representatives, regardless of
the method of communication, for the purpose of clarifying underlying rationale, intent, and motive by educating
others on unfamiliar concepts and theories.


CONDITIONS OF EMPLOYMENT:

1. Applicants must be legally authorized to work in the United States. The Kent Conservation District does not
provide sponsorship for holders of H1-B Visas.

2. Direct Deposit of paychecks is required of all new employees.

scheduling options, 15 paid vacation days the first year, 9 paid holidays a year, and 15 paid sick leave days per year.
