This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work
long term.
The Kent Conservation District, a governmental subdivision of the State of Delaware, is seeking applicants for a
Conservation Licensing Specialist position for contractual services with the Delaware Department of Natural
Resources and Environmental Control (DNREC), Division of Fish and Wildlife.
This CLS position reviews and processes license applications and provides information and guidance to applicants and
the public regarding licensing and procedures associated with the collection of revenues. This CLS position operates the
Division’s electronic licensing system, assists agents and constituents with processing licenses and associated
authorizations, prepares summaries and reports, organizes and performs administrative workflows and executes follow-up
and tracking. This position is one of the first contacts for the Division of Fish and Wildlife when serving the public and may
also be responsible for training other staff or agents as necessary. This position reports directly to a Licensing Program
Coordinator.
JOB DUTIES:
- Reviews and processes license applications.
- Uses electronic licensing systems to issue licenses.
- Uses computerized databases.
- Assists agents and constituents with processing licenses and associated authorizations.
- Provides information and guidance to applicants and the public regarding licensing and procedures associated
with the collection of revenues.
- Organizes and performs administrative workflow and executes follow- up tracking.
- Prepares summaries and reports.

May assist with training other staff and agents as necessary.
MINIMUM QUALIFICATIONS:
- Three months experience in document processing which includes: reviewing and evaluating documents for
completeness and conformity with laws, rules, regulations, standards, policies, and procedures; working with
applicants to ensure complete and accurate application information; interpreting applicable laws, regulations, and
procedures; and tracking and monitoring application workflow.
- Three months experience in recording keeping.
- Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report
on application and revenue data.
- Knowledge of customer service such as providing prompt, accurate and courteous service to customers seeking
information or assistance.
CONDITIONS OF EMPLOYMENT:
