Environmental Impact Analysis Manager 1

The Department of Transportation and public facilities (DOT&PF), Statewide Design and Engineering Services is recruiting for and Environmental Impact Analysis Manager 1 to join our team and Keep Alaska Moving !

SALARY INFORMATION
Base salary for:

Anchorage: $3,144.75
Fairbanks: $3,239.25
Juneau: $3,302.25

What you will be doing:
Environmental Analyst Manager 1 has the specific role of Stormwater Program Manager (SWPM) within the Statewide Environmental Office. Under the direction of the Statewide Environmental Program Manager, the SWPM leads the stormwater environmental compliance program for transportation projects funded by partners such as the Federal Aviation Administration, and the Federal Highway Administration, and is responsible for addressing stormwater issues of statewide significance. The position is responsible for the development and implementation of protocols to ensure Department compliance with stormwater regulations and laws, such as the Construction General Permit and Multisector General Permit This position oversees statewide stormwater program activities, including the preparation of compliance reports and recommendations, standard specifications, guidance and procedures, and training. The SWPM reviews and advises on technical work produced by department staff and consultants. In their EIAM 1 role they may be asked to recommend changes in procedure, policy, and regulations having statewide application. They may be directed to serve as lead in development or revision of environmental programmatic agreements and memorandums of agreement, representing Department positions in communications with regulatory agencies. Additionally, they play an active role in interagency collaboration to develop and use best management practices that promote native plant growth for vegetative soil stabilization and minimize the introduction and spread of invasive species. This includes acting as lead for Pesticide Use Permits, and DOT&PF’s Integrated Pest Management Program under 18 AAC 90

As part of the environmental team, the SWPM is responsible for:
  • Providing excellent written and oral communication
  • Providing constructive feedback, including the ability to coach others and resolve conflicts in a professional manner
  • Having strong organizational skills, including the ability to manage and prioritize many different tasks
  • Information-sharing, cross-training, and coordination between DOT&PF regions and regulatory agencies
  • Making integrated pest management decisions as assigned to DOT&PF by the Alaska Department of Environmental Conservation (DEC)

The work environment you can expect:
This position will be located in DOT&PF facilities either in Anchorage, Fairbanks, or Juneau. The work environment is primarily an office environment, and the incumbent regularly interacts with colleagues who are geographically dispersed. The SWPM may at times travel for inspections, meetings, to attend or deliver training, or for other project-specific purposes.

Minimum Qualifications

Competency Description

  • Environmental Engineering: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
  • Public Planning: Knowledge of functions, principles, methods, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning.
  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with State and federal laws, regulations, and guidance.
  • Creative Thinking: Uses imagination to develop new insights into situations and applies new solutions to problems; designs new methods where established methods and procedures are not suitable or are unavailable.
  • Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
Equivalent to those typically gained by:
Training in environmental science or similar interdisciplinary field(s) and progressively responsible professional experience evaluating the potential environmental and socioeconomic impacts of construction projects; preparing environmental documentation; and determining, negotiating, and monitoring permitted activities.

"Professional experience" means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

"Progressively responsible" means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

"Training" means the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
