The New Mexico Public Regulation Commission serves New Mexico by ensuring safe operations and reliable utility services at fair, just, and reasonable rates consistent with the State's legal, economic, environmental, and social policies.
Why does the job exist?

This position is responsible for directing the performance of engineering duties relative to the regulation of public utilities and for ensuring that adequate, safe and reliable and safe utility services are provided at fair, just and reasonable rates.
How does it get done?

Manage the PRC Utility Division's Engineering Bureau, including the supervision of staff engineers to assure compliance and performance as stated above. Provide and/or review both written and oral testimony as necessary relating to various engineering matters affecting electric, gas, water and wastewater regulated utilities that provide retail service in New Mexico. Stand for cross-examination by utility and intervenor legal counsel on direct, rebuttal and supplemental testimony and exhibits. Cross examination may address Commission rules, regulations, precedent as well as policy considerations. Through testimony and cross-examination, provide advice and recommendations regarding appropriate plant, plant additions, and operational levels. Actively participate in special projects, working groups, settlement negotiations and mediation processes related to utility engineering issues; provide comments and support for state and federal Notices of Inquiry and Notices of Proposed Rulemaking in accordance with procedural schedules; maintain membership in and attend meetings of industry and professional organizations; review new and revised statutes and rules as necessary. Ensure compliance with appropriate procedural deadlines. Cooperate with other Bureaus and Divisions as directed by management and the Commission. Review and analyze testimony, exhibits and interrogatory responses of utilities and intervenors, utility books and records, computer modeling such as electric generation resource optimization modeling, plant operating information, plant accounts, depreciation studies, state and federal statutes, rules and regulations related to utility engineering and utility regulation impacting utilities in New Mexico as ordered by the Commission, as well as other applicable information. Identify and provide opportunities for training and guidance as necessary to provide continued education and development of Engineering Bureau employees.

The Engineering Bureau provides technical support to the Utility Division in its representation of the public interest in utility matters before the Commission. To that end, the Utility Division presents to the Commission its beliefs on how the Commission should fulfill its responsibility to balance the public interest, consumer interest and utility shareholder interest.

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and eight (8) years of engineering experience, four (4) of which must be as a Licensed Professional Engineer and (2) years of experience in a supervisorymanagerial role. Any combination of education from an accredited college or university in a related field andor direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
Employment Requirements

Must possess and maintain a valid Driver's License. Employment requires successful completion of post offer pre-employment physical. Reference check and Driver's License verification are required and employment is conditional pending results.
Working Conditions

Work is performed in an office setting. Exposure to: Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Communication with the general public and public agencies on a frequent basis. Ability to lift up to 50 pounds. Ability to meet multiple deadlines. Occasional statewide and out of state travel maybe required.
