Description

Civil Rights Intake Specialist

The Civil Rights Intake Specialist serves as the initial point of contact for citizens and visitors wishing to file complaints related to discrimination and sexual harassment as defined in chapter 23 of the City code. They will also serve as the initial contact for employees who wish to file complaints of workplace violence, discrimination and sexual harassment as defined in Executive Order 2014-1 and 2014-2. This role is crucial in ensuring that complaints are accurately documented, assessed, and directed to the appropriate personnel for investigation and resolution. The Intake Specialist plays a key role in maintaining the integrity of the complaint process, ensuring confidentiality and professionalism at all times.

Examples of Duties

  • Complaint Intake & Documentation:
    • Serve as the primary contact for employees and citizens filing related complaints, either via the website portal, in-person, via email, or phone.
    • Collect detailed information about the nature of complaints, ensuring all relevant facts are documented.
    • Maintain confidentiality and sensitivity while gathering details from the complainant.
    • Maintain email accounts of the department and the Civil Rights team.
  • Assessment:
    • Assess the urgency and complexity of complaints to determine the appropriate course of action.
    • Refer complaints to the appropriate staff, department, or outside agency, if necessary.
    • Maintain CMTS (case management tracking system) to monitor the status of open complaints and ensure timely follow-up.
  • Communication & Guidance:
    • Prepare timely statements of departments’ positions, written reports and a summary of findings, with supporting documentation, that are fair, impartial and represent the facts
    • Provide all related parties with information on the complaint process, relevant policies, and their rights.
    • Respond to general inquiries about procedures, escalating complex questions when appropriate.
    • Maintain open communication with all involved parties, including complainants, respondents, department heads, and investigators.
  • Data Entry & Reporting:
    • Accurately enter all complaint-related data into the department’s case management system.
    • Assist in generating reports for management on complaint trends, resolutions, and outstanding cases.
  • Process Improvement:
    • Identify areas for improving intake and complaint-handling procedures.
    • Collaborate with team members to implement best practices in case management, employee relations and citizens’ concerns.

  • Compliance & Policy Adherence:
    • Ensure all complaints are handled in compliance with local, state, and federal employment laws.
    • Adhere to the City of Detroit’s policies and procedures regarding complaint processing and confidentiality.
  • Provide relevant documents needed for requests of information in related Freedom of Information Act (FOIA) requests, depositions, grievance and arbitration hearings.

Minimum Qualifications

  • Education:
    Bachelor’s degree from an accredited college, or university in a related discipline.
  • Experience:
    2-3 years of experience in HR, legal, ideally involving employee relations, conflict resolution, or similar duties.
