Do you want to improve health outcomes and ensure all Medicaid members have access to quality care? The Bureau of Population Health in the Division of Medicaid is seeking a Business Analyst to manage projects and develop, implement, and evaluate processes that strategically drive population health and quality initiatives. We are seeking individuals with strong business analytical skills; demonstrated success in managing projects from initiation to close; quality improvement and quality assurance methodologies; stakeholder engagement; data-driven decision making; critical thinking skills; communication and interpersonal skills; and the ability to exercise good judgment in all contexts. This position is a statewide position and would report to the nearest DHW location.


The ideal candidate will have demonstrated experience in population health and quality improvement initiatives, project management, problem solving and building consensus among diverse stakeholders, and strong focus on detail to ensure accuracy in analysis and reporting. This position will report to the Division’s Population Health Manager and will work closely with colleagues throughout the Division, as well as with external stakeholders.

The Division of Medicaid provides healthcare coverage and services to promote the social, economic, behavioral, and physical health for over 300,000 Idahoans. Idaho Medicaid promotes an outcome-based, efficient health and human services delivery system.

EXAMPLE OF DUTIES:

  • Actively contribute to the advancement of the Division’s Population Health Strategy through planning, implementation, and evaluation, coordinating with internal and external stakeholders to achieve defined goals.
  • Support the CMS Managed Care Quality Strategy, including supporting the development, evaluation, and stakeholder engagement.
  • Support the standardization of Quality Assurance and Performance Improvement across managed care programs and data dashboards to track key quality and performance measures, such as the Adult and Child Core Set.
  • Execute population health and quality improvement projects, from initiation to close, leverage scope, schedule, and budget to meet defined requirements.
  • Collaborate with staff and outside contractors to evaluate existing delivery systems and plan and implement enhancements.
  • Create solutions in alignment with operational, policy and program goals and objectives.
  • Use a systematic approach to design, modify or adapt a major program or operation to optimize health outcomes and achieve more improved results.
  • Create improvement actions to address the performance issues that are identified during analysis of the process performance data.
  • Identify potential risks and difficulties, and design strategies to mitigate or avoid them.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position.   • Good knowledge of project management. Typically requires two years experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.
  • Good knowledge of organizational/business analysis and evaluation. Typically requires completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.
  • Good knowledge of process improvement methodology. Typically requires at least two years experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Good knowledge of public health principles and practices. Typically gained by upper division coursework or at least two years of experience in an agency advancing public health initiatives.
  • Good knowledge of health and human services programs. Typically gained by at least two years of professional experience developing, evaluating, supporting, and/or administering health and human service programs.
  • Good knowledge of clinical quality measures (e.g., HEDIS, NCQA). Typically gained by at least two years of professional experience tracking, monitoring, and/or analyzing clinical quality measures.
  • Experience working with Medicaid or healthcare insurance programs and researching and analyzing data for accuracy, trends, variances, and updates to ensure acceptable policies and procedures have been followed and for compliance with Federal and State laws and regulations in general and those related to Medicaid reimbursement and certain enrollment requirements. Typically gained by at least one year of demonstrated work experience.
  • A Project Management Professional (PMP) certification, Lean and/or Six Sigma certifications, and/or a Master's Degree in Public Health, Business, or a related field is preferred.
