Description

The Idaho Department of Lands (IDL) has one (1) opening for an Lands Resource Supervisor – Lands and Waterways position. This position is a full-time, benefitted position located at our Southwest Area Office in Boise, Idaho.

The minimum filling rate is $31.90. The final salary rate is negotiable based on experience and qualifications.

KEY RESPONSIBILITIES FOR SOUTHWEST AREA OFFICE RESOURCE SUPERVISOR

Supervise three (3) permanent Land Resource Specialists at the Southwest Area office specifically TWO (2) Resource Specialist- Range position and one (1) Resource Specialist-Mineral’s position. This position is further responsible for programmatic oversight of Lands & Waterways Division program activities administered by the Southwest Area Office.

Safety:

Provide for safety first in all activities. This includes the office environment as well as field work. Set high expectations for safety, establish a culture of safety and provide training in safety.

Plan:

Set Lands, Minerals, Range, Oil & Gas, and Recreation program goals and objectives based on agency mission, program targets, and strategic plan components. Identify opportunities and anticipate obstacles in completing program objectives.

Organize:

Acquire and utilize resources by developing and managing budgets, setting work priorities, and assigning and directing work activities to meet Area program objectives and goals.

Lead:

Motivate, mentor, and manage staff by mentoring and coaching, reviewing and approving work, and providing employee development opportunities.

Communicate:

Establish clear expectations of staff and provide constant feedback on performance. Keep employees and supervisors informed and up to date on program activities, initiatives, and issues.Safety:

- Plan. Recommend Area goals and objectives for the Lands and Waterways Division programs based on the agency's missions, program targets, and strategic plan components. Identify opportunities, submit project proposals, and anticipate obstacles in completing the Department's missions in these programs.
- Organize. Identify and acquire needed resources for project completion by recommending budgets and staffing levels.
- Implement. Establish project priorities and scheduling, and direct individual work activities to meet Area program targets. Ensure alignment between work activities and program goals and objectives.
- Communicate. Ensure a clear understanding of supervisor and program expectations. Seek constant feedback on performance. Keep supervisors, coworkers, and customers informed of Departmental activities, initiatives, and issues.
Minimum Qualifications:
Experience:
- Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance and reporting requirements
- Interpreting public land survey legal descriptions, aerial imagery and topographic and property ownership maps
- Using Geographic Information System (GIS) principles and data models
- Managing projects including developing and evaluating projects, preparing reports and making recommendations
- Making oral presentations and providing technical assistance and program information to management, clients or public groups
- Performing financial analyses to determine cost/benefit of project proposals
- Interpreting and applying state and federal laws, rules and regulations related to natural resource management activities
- Writing technical reports
Good knowledge of:
- Effective supervisory practices
- Conflict resolution methods
Minimum Qualification Specialties:
Lands & Waterways -Specialty Minimum Qualifications:
- Range Management: Knowledge of range management principles and planning
- Minerals Management: Knowledge of best management practices for mining and mined land reclamation
- Public Trust Management:
- - Experience managing and regulating activities on public trust land
  - Knowledge of:
  - - Land use planning and zoning
    - Public hearing processes
Desired Qualifications:
- Experience with lease administration that includes implementation and evaluation of contracts as well as field inspection, compliance, and reporting requirements.
- Experience with preparation of lease terms and conditions.
- Experience in developing and negotiating terms and rates for land asset leases and contracts.
- Experience in developing and negotiating terms and rates for Land Use Permits.
- Experience in interpreting land surveys, legal descriptions, ownership plats, aerial photos, and topographic maps.
- Experience in conducting deed and title research on various land ownerships.
- Experience in making oral presentations to Department committees and various public entities.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
