Building Inspector/Plan Reviewer will perform assignments directly related to the preparation of gaining full understanding and experience of building code inspections and plan reviews. Assure compliance with applicable state and local regulations. Enforce building and safety codes, laws, regulations, and standards.
Building Plan Reviewer
Under direct supervisor or lead person, performs plan review work including providing customers with general code information, guidance and plan submittal criteria. Evaluate permit applications for compliance with applicable state and local safety codes, laws, regulations, standards and plan requirements.DUTIES AND RESPONSIBILITIES 1. Under the guidance of senior staff, reviews plans and specifications of projects to gain familiarity with projects prior to inspection for compliance with Bernalillo County Building Ordinance, (BCBO) under State and National certified discipline(s) (i.e. building, electrical, plumbing, and mechanical) in a timely and efficient manner. 2. Under the guidance of senior staff, performs field inspections to examine and evaluate the work performed and materials used for residential and light commercial building construction for compliance with BCBO under State and National certified discipline(s) (i.e. building, electrical, plumbing, and mechanical) in a timely and efficient manner. 3. Under the guidance of senior staff, may respond to questions from engineers, architects, contractors, property owners as well as the general public concerning the BCBO and appropriate discipline. 4. Under the guidance of senior staff and as directed, issue "stop work" notices, correction notices, and report inspection findings to the supervisor. 5. Prepare reports on inspections and maintain files on related documents. 6. Maintain permit / inspection report file system, write reports, and keep records for statistical reports. 7. Perform other entry level duties and responsibilities as it relates to becoming fully proficient in the building code/plan review function which includes but is not limited to: scanning plan reviews, database entries and maintain currency of pertinent code regulations. 8. Consult with property owners, contractors, and the public interpreting and explaining rules, regulations, ordinance, and standards. 9. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. 10. BUILDING PLAN REVIEWER 1. Examines plans and specifications on residential and commercial building construction to determine compliance with Bernalillo County Building Ordinance, (BCBO) under State and National certified discipline(s) (i.e. building, electrical, plumbing, and mechanical). 2. Meet with engineers, architects, contractors, property owners and public regarding plan review related inquiries and corrections. 3. Consult at permitting/front counter with property owners, contractors, and the public interpreting and explaining rules, regulations, ordinance, and standards. 4. Provide technical guidance and coverage within building code/plan review section. 5. Prepare reports and maintain files in accordance with departmental standards. 6. MINIMUM QUALIFICATIONS BUILDING PLAN REVIEWER High School Diploma or GED Must have five (5) years of recent work experience in the fields of general building construction, building inspection, plan review and or architectural design. Any equivalent combination of related education and/or experience may be considered for the above requirements. BUILDING High school diploma or GED. Must have five (5) years foreman level experience in general construction. Must have International Code Council certified building inspector certification or obtain within nine (9) months from date of hire. Must be a State of New Mexico certified inspector for the individual’s primary discipline (i.e. building, electrical, plumbing and mechanical) or obtain within nine (9) months from date of hire. ELECTRICAL High school diploma or GED. Must have five (5) years journeyman level experience in electrical construction. Must have International Code Council certified building inspector certification or obtain within nine (9) months from date of hire. Must be a State of New Mexico certified inspector for the individual’s primary discipline (i.e. building, electrical, plumbing and mechanical) or obtain within nine (9) months from date of hire. PLUMBING AND MECHANICAL High school diploma or GED. Must have five (5) years journeyman level experience in plumbing and mechanical construction. Must have International Association of Plumbing and Mechanical Officials certified inspector certification or obtain within nine (9) months from date of hire. Must be a State of New Mexico certified inspector for the individual’s primary discipline (i.e. building, electrical, plumbing and mechanical) or obtain within nine (9) months from date of hire. ADDITIONAL REQUIREMENTS The offer of this Bernalillo County position requires compliance with the following: 1. Employee must successfully complete the post-offer employment medical examination and background investigation. 2. Employee must comply with the safety guidelines of the County. 3. Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position. 4. Within nine (9) months from the date of hire, employee must obtain certification from the State of New Mexico, Regulation and Licensing Department, Construction Industries Division and maintain certification while employed in this position. WORKING CONDITIONS 1. Duties are performed both indoors and outdoors. 2. Indoor duties are performed in both temperature-controlled and non-temperature- controlled environments. Worker is exposed to natural weather conditions, which may be severe, while performing duties outdoors. 3. Worker is exposed to occasional vibration and noise factors while performing building inspection duties at construction sites. 4. Indoor duties are performed on even surfaces, which may be carpet, tile, or concrete, and may be either wet or dry. Outdoor duties may be either wet or dry. Outdoor duties may be performed on even or uneven surfaces, which may be wet or dry. Outdoor duties may be performed on surfaces such as concrete, asphalt, natural ground, ice, snow, gravel, or shingled roofs. Stairs, ladders, and scaffolding are used in the performance of outdoor duties. 5. Worker may be exposed to fumes, odors, dust, mists, gases and poor ventilation in performance of essential duties. 6. Work hazards, or potential hazards, include working in heights and around active construction sites and scaffolding. Other hazards include exposure to loose animals. EQUIPMENT, TOOLS AND MATERIALS 1. Worker uses a variety of office machines, including a main frame computer, Xerox copiers, and other office machines and communication devices. 2. Worker uses a wide variety of work aids, including field laptop, department issued cell phone, construction documents, books, binders and files, hard hat, gloves, tape measure, architectural scales, and camera. 3. Operate County vehicle for field work purposes. BUILDING PLAN REVIEWER The offer of this Bernalillo County position requires compliance with the following: 1. Employee must complete required FEMA training(s) as assigned to position. 4.
