The Water Quality Program within the Department of Ecology is looking to fill a Budget and Fees Analyst (Budget Analyst 1) position.



This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

You will work closely with our Water Quality Budget and Fees Unit and our accounts receivable team in the Fiscal Department. You will assist in budget development, financial monitoring, and revenue collection. This position is a great way to begin your budget and fiscal career at a Washington State agency!

Tele-work options for this position:
This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to a 60-80% tele-work schedule. Duties



What makes this role unique?

Your position will be dynamic with a wide variety of budget and fiscal tasks and data analysis. You will provide internal budget expenditure and revenue support for the Water Quality Program – Budget and Fees Unit. You will interact with the Fees Unit to complete a variety of fee revenue related work, and you will interact with fiscal staff to complete permit fee payment reconciliation and other revenue tasks. Lastly, you will manage routing and tracking of contracts for the Water Quality Program.

What you will do:

  • Examine and reconcile data and information to ensure accuracy and consistency.
  • Request and submit data via the Office of Financial Management’s multiple budget systems.
  • Gather and interpret expenditure and revenue data monthly and quarterly related to specific revenue streams, staff plans, and federal grants.
  • Reconcile billing data in the billing database with the payment data in the accounts receivable database.
  • Review, evaluate, and input annual data submitted to the Permit Fee Unit needed for fee assessments.
  • Route and track contracts.

Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:


  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of 7 years of experience and/or education as described below:
  • Experience in budgets, management, program analysis, bookkeeping, or accounting.
  • Education: involving a major study in business, public administration, accounting, economics, statistics, or finance.

A Bachelor's Degree.

Desired Qualifications:

  • One year of accounting or bookkeeping experience.
  • State or local government accounting or bookkeeping experience.
  • Intermediate proficiency with agency standard software applications and systems, ability to create and maintain spreadsheets, strong accuracy skills and attention to detail.
