The minimum qualifications required for this vacancy. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A Master’s degree and five years of experience in a position in which the majority of the duties involved developing, analyzing, or constructing large-scale tests and/or large-scale scoring rubrics; administering various aspects of a large-scale testing program on a professional level, such as the review, analysis, and interpretation of test score data, the development, review and editing of examinations, test manuals, and other test materials; or reviewing or re-rating open-ended responses.OR A Master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, tests and measurement, or psychology, and three years of experience in a position in which the majority of the duties involved developing, analyzing, or constructing large-scale tests and/or large-scale scoring rubrics; administering various aspects of a large-scale testing program on a professional level, such as the review, analysis, and interpretation of test score data, the development, review and editing of examinations, test manuals, and other test materials; or reviewing or re-rating open-ended responses.Non-Qualifying Experience: Constructing or administering tests for individual classroom or school district use is not qualifying. Experience limited to editing tests is not qualifying. Experience in Software testing is non-qualifying. The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking a candidate for an Associate in Educational Testing position in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate, and high school students. Duties for this position include but are not limited to the following: • Conduct activities related to the development of examinations, including providing training in test related topics;• Provide information and assistance related to the NYS Testing Program to Department staff, contractors, school personnel, professional organizations, and the public;• Support subject matter experts in completing the various test development stages, including but not limited to, arranging committee reviews, and the review of items and examination forms;• Review technical manuals, proposals, and reports submitted by contractors and provide necessary feedback;• Review and analyze test data in preparation for developing examinations; • Maintain and expand a pool of NYS teachers participating in test development activities; and • Assist in the planning and carrying out the work of the team and supervise staff as assigned.

For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
