HR Manager

Maintains and enhances the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
  • Initiates the development of organizational objectives, strategies, plans and programs in the areas of manpower planning, recruitment, training and development, compensation, benefits, personnel policy, records administration, and employee / labor relations.
  • Initiates the formulation of policies and procedures related to human resource management, secures approval of superior officers on such matters, and implements them among organizational officers and employees; interprets such policies and procedures when officers and employees of other departments so require.
  • Undertakes the preparation of recommendations and the implementation of programs related to organization development in the areas of organization structure, internal communication processes, institutional culture management, inter-departmental linkage, and teamwork.
  • Undertakes manpower planning in coordination with the department / /work unit heads to determine present and future staffing requirements in quantitative and qualitative terms; develops action plans on staffing requirements of the organization.
  • Oversees the recruitment and placement of employees through test administration, pre-qualifying interviews, and referral of screened / short-listed applicants to requisitioning department.
  • Administers activities and implements guidelines on personnel transactions such as hiring and placement, transfers, designations, promotions, separations, and retirement; ensure documentation of such transactions and the maintenance of individual employee files and records in parallel manual and computerized forms.
  • Undertakes studies and recommends policies and programs regarding wages and salaries, benefits, rewards, and incentives; administers the compensation and benefits program of organization as regards both government-mandated and organization-initiated programs.
  • Monitors the implementation of policies and procedures relating to employee discipline; coordinates investigations on reported infractions; ensures the implementation of disciplinary action on violations by employees as warranted.
  • Undertakes information dissemination on personal matters to employees by means of the employees’ handbooks, house organs, bulletin board postings, memoranda/circulars, and other media.
  • Develops, in consultation with department heads, and administers the performance management and appraisal system of the organization; entertains employee consultation on their requirements for coaching and counseling in relation to performance improvement.
  • Oversees the maintenance and update of employee records; issues certifications on employment-related matters as requested.
  • Oversees the preparation, analysis, maintenance, and submission of records and reports required by government regulatory bodies with jurisdiction over employment matters; act as authorized signatory to documents submission.
  • Administers the training and development program through the undertaking of organizational training needs analysis, selection and delivery of training and development programs, and the determination of resources required for the programs and actual delivery of program.
  • Administers the employee scholarship program within and outside the Institution; reviews requests for attendance to external programs and conventions and makes necessary recommendations to the Vice Presidents with jurisdiction over the nominees; ensures that terms and conditions governing scholarship grants and sponsorship to training programs and professional conventions are complied with by the recipients.
  • Administers programs and activities related to career planning of employees and organizational career management and succession planning.
  • Plans, organizes, and coordinates employee relations programs such as sports, socials, spiritual, and cultural activities.
  • Coordinates projects related to employee welfare, wellness, and quality of work life.
  • Provides complaint channels for employee grievances; coordinates with the heads of departments to generate recommendations to resolve such grievances.
  • Attends to issue on labor-management relations through regular dialogues and negotiations with the employees’ organizations; represents the organization in hearings and administrative proceedings related to labor cases.
  • Networks with similar organizations, and professional organizations to establish collaboration for information exchange, referrals, and joint projects.
Job Types: Full-time, Permanent
Pay: Php35,000.00 - Php45,000.00 per month
