C3 is leading a range of interventions to promote women’s leadership and gender integration, including gender integration in JEEVi KA and with elected women representatives from Panchayati Raj Institutions.
POSITION SUMMARY:
The position is for a new initiative on women’s leadership development and economic empowerment through Panchayat systems in select districts of Bihar. Impact areas include: Leadership attributes, Voice and Agency, Women panchayat leaders enabling panchayat
JOB DESCRIPTION/ RESPONSIBILITIES:
Support State Head in overall planning and delivery of implementation of all activities in state and
implementation districts.
Organize and conduct district and block level capacity building activities including trainings, meetings
and workshops.
Support training programme implementation including Training of Trainers, monitor quality of
trainings, conduct training sessions.
As part of project design, develop linkages and support activities on women’s livelihoods, including
digital and financial literacy
Provide support to district team to deliver project activities
Support activities at the level of community institutions including Gram Panchayat, VOs, SHGs, Other
relevant departments etc.
Regular field visits project districts for support and monitor implementation of field activities on
training, campaigns and other gender integration efforts Role Title: Program Officer, Gender

Reporting To: State Head Bihar
Coordinate and consolidate monitoring activities and incorporate in project MIS and reports.
Prepare draft narrative reports monthly for submission.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Postgraduate degree in social sciences, gender studies, or related field.
At least 5 years’ experience of working on gender issues with a special focus on gender, livelihoods
and social empowerment.
Demonstrated experience of ‘training of trainers’ process and ability to support state team to
implement effective strategies and activities for capacity building is essential.
Familiarity with poverty and social exclusion issues, livelihood programs, knowledge of the work of
women’s collectives/ Self Help Groups, familiarity with Panchayat Raj System and experience of conducting training for elected representatives will be an added advantage.
Strong problem-solving skills, and demonstrated ability to understand behaviour change, and ability
to influence change.
Experience of managing a team of field workers and external stakeholders including district and state
level departments and key functionaries.
Sound knowledge of national and state policies women’s empowerment and health systems.
Willingness to travel to field (approx. -15 days of field work).
Proficiency in using the MS Office suite, particularly Excel and Power Point.
Excellent command of English and Hindi language, and written and oral communication skills.
