JOB SUMMARY

Inuvialuit have accessed and enjoyed their lands and waterways since time immemorial. This contact with the environment gives the Inuvialuit a unique advantage in speaking to the region's Inuvialuit Traditional and Local Knowledge (TLK). The IRC Marine Program Coordinator position will employ an Inuvialuk beneficiary to lead research projects regarding the Beaufort Sea and Arctic Ocean and administer and facilitate community engagement, outreach, and mentorship throughout the region.

The Marine Program Coordinator will lead research projects concerning the changing marine seascape while consulting with the communities regarding marine research concerns. The coordinator shall work to strengthen relationships and understandings with ISR community members, Elders, Youth, organizations, and beneficiaries by acting as a liaison to hear and respond to community marine priorities. Specific focus areas include marine safety, baseline monitoring, natural resource management, marine planning, and Inuvialuit Knowledge (IK) studies. They will support programming related to the marine environment and work with communities, researchers, and other experts to develop solutions to minimize knowledge gaps related to the Beaufort Sea and the Arctic Ocean.

The Marine Program Coordinator will work with senior IRC staff to assist with various tasks related to the implementation of the Western Arctic - Tariuq Accord and the work of the Western Arctic Offshore Moratorium Review Committee. These tasks will include reviewing draft analyses prepared by external consultants, assisting in the coordination of senior official and working group meetings, learning about and supporting the administration and regulation of natural resource rights in the offshore, and other related items. Opportunities for learning exchanges may be possible, subject to funding and capacity.

The Marine Program Coordinator will also be knowledgeable about emerging marine science initiatives and support programming and marine research priorities. They are responsible for evaluating gaps in existing marine research programming, monitoring, and datasets to improve the overall well-being of Inuvialuit and strengthen marine knowledge to better prepare for future resource management research initiatives.


QUALIFICATIONS


EDUCATION:
  • College diploma or university degree in a related field and at least 2 years of related work experience.
  • Experience working for Inuvialuit or Indigenous organizations.


EXPERIENCE
  • Experience facilitating community engagement and training sessions on complex issues and developing long and short-term plans and community programs.
  • Experience working with Indigenous communities and organizations.
  • Experience in developing community projects with the ability to create long- and short-term plans based on community input.
  • Familiarity with marine activities in the ISR.
  • Inputting information into Microsoft Word and Excel and conducting basic analysis.
  • Experience leading or participating in Inuvialuit Knowledge-sharing activities.


SKILLS & ADDITIONAL QUALIFICATIONS
  • Knowledge of the ISR, the Inuvialuit Final Agreement (IFA), and the cooperative management structures established under the IFA.
  • Competency in Microsoft (Excel, Word, Project)
  • Ability to establish and maintain effective relationships with various organizations, other staff, and client groups.
  • Ability to communicate effectively, both orally and written, with diverse audiences
  • Ability to plan, schedule, supervise, conduct, evaluate, and report on projects and programs
  • Tact, judgement, cultural sensitivity, and behavioural flexibility are required attributes.
  • Willingness to travel within and outside the ISR.
  • Strong willingness to learn about marine programs and related systems.
  • Self-reliant
  • Ability to communicate effectively orally and in writing
