About the role
The National Manager, NCIS provides a high level of oversight and leadership to the NCIS Program to ensure the ongoing availability and expansion of critical national criminal intelligence and policing information capabilities and services to support contemporary policing and law enforcement. The National Manager, NCIS is responsible for leading the delivery of new capabilities as identified in the recent New Policy Proposal (NPP), realisation of benefits and for shaping the enduring system capability.

The National Manager, NCIS has strong collaboration skills and negotiates across and outside the agency to build integrated and future- focused solutions that operate across public and private sectors. The role must understand and deliver on the agency’s long-term technical and business capability needs.

The National Manager must have exceptional judgement, a commitment to innovation, and a strong understanding of the agency’s technical environment both corporate and operational. The National Manager is required to work across sectors and systems to build streamlined and effective technical capabilities that will meet the agency and stakeholder needs, including positioning the agency to meet future challenges. Importantly, the National Manager is responsible for ensuring productive technical IT relationships between the agency, the Technical Delivery and Sustainment Branch in Home Affairs (as the current Senior Supplier) and each State and Territory police jurisdiction.

The National Manager NCIS will balance the delivery of innovative and timely new technical and business capabilities against accountability for the provision of uninterrupted (24/7) national policing information and ACIC corporate services.

The National Manager, NCIS is responsible for providing strong leadership and innovating thinking to:

  • Delivery of the NCIS Tranche 2 Program on time, on budget to meet customer expectations, noting a funding allocation of $109.9m
  • Ensure secure access to a national view of criminal intelligence and information (up to the protected level), improve information sharing, collaboration and data deconfliction.
  • Ensure the security, integrity and continuous delivery of the ACIC’s NCIS information capabilities and services
  • Build and deliver critical technical capabilities to support the policing, law enforcement and intelligence work of the ACIC and its partners
  • Develop innovative systems and services to enhance Australia’s Transnational Serious and Organised Crime (TSOC) crime fighting capabilities, and those of Australia’s partners
  • Develop the effectiveness of people, processes and systems
  • Ensure NCIS benefits realisation is achieved, monitored and reported
The principal accountabilities and responsibilities include:
  • Providing strategic leadership and co-ordination of all information technology functions across the ACIC and the NCIS Program, including architecture, strategy development, the development of standards and technology builds
  • Planning, managing and monitoring the program management activities including:
    • Planning and designing the program and proactively monitoring its overall progress, resolving issues and initiating corrective action as appropriate
    • Co-ordinating with the Deputy SRO, partners and benefit owners to ensure successful delivery of the new capability
    • Effective management of program and project risks and issues
    • Maintaining overall integrity, security and coherence of the program and developing and maintaining the program environment to support the projects
    • Planning, monitoring and managing the program budget
    • Facilitating the development of the blueprint and ensuring that the capabilities delivered are aligned with it
    • Engaging and managing relationships and communications with stakeholders
    • Providing monthly or as required reporting on the status of the program to the Deputy SRO and other key stakeholders
    • Ensuring the program has the required resources to successfully deliver the capability
  • Ensuring continuous delivery and capacity of current information and technical capabilities and services for the ACIC, the NCIS Program and its partners
  • Ensuring the maintenance of a national database of criminal information and intelligence, and the development of national information capabilities and services to support policing and law enforcement and broader stakeholder needs
  • Collaborating across the ACIC, the NCIS Program and negotiating with its partners to increase the available range of real time criminal intelligence information sources and to build the value of federated information and intelligence capabilities and services
  • Overseeing the plan, build and delivery of corporate and intelligence systems and infrastructure, including major capital investments
  • Ensuring that the agency is prepared for future ICT challenges and can meet its capability needs
  • Driving the development and uptake of new and innovative information capabilities and services, through consultation and collaboration
  • Working to grow the ACIC’s standing as the trusted custodian of Australia’s criminal intelligence and policing information holdings
  • Collaborating member of with members of ACIC Executive and NCIS Program Executive on strategic and operational decision-making for the Agency
  • Participating and representing the ACIC in national and international forums
  • Undertaking NCIS activities as described in the Program’s RASCI matrix

Eligibility
  • Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen
  • Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
  • Pre-Employment Screening – All candidates must satisfy an Organisational Suitability Assessment (OSA) prior to being offered employment at the ACIC.
