Position Description:
The Department of Social Services (the department) is seeking Expressions of Interest (Eo I) from substantive SES Band 1 officers or high-performing Executive Level 2 officers with program management experience in a data or information technology environment to temporarily fill the role of Program Manager (SES Band 1). The role will commence in October 2024 until 30 June 2025, and may be extended to 31 December 2025.
The Program Manager will be responsible for the critical path for the high-profile National Disability Data Asset and the key point of contact for all the States and Territories for the project.
SES Band 1s play a significant role in contributing to the overall strategic direction of the department, including through providing quality policy advice, delivering effective program design and management, and providing corporate services whilst focussing on people, culture and performance. In these roles, you will:
lead and manage a high-profile Program;
determine and be accountable for objectives, priorities and task allocation; and
represent the department at high-level discussions and negotiations with key stakeholders and outside organisations.
This position is Identified which signifies that the role may have strong involvement in matters relating to Aboriginal and Torres Strait Islander peoples. This position may be required to liaise with Aboriginal and Torres Strait Islander peoples, communities and service providers. You will require cultural competency or the ability to be willing and capable of building cultural competency, to:
understand of the matters impacting Aboriginal and/or Torres Strait Islander peoples;
demonstrate ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples;
demonstrate capability and commitment to continue to develop cultural competency.

another APS Agency, then a section 26 temporary transfer and higher duties (if applicable) will be offered.

Employees will return to their previous role (with their home agency) at the conclusion of the agreed term of temporary reassignments, or if an earlier cessation occurs. Employees cannot be promoted through an Eo I process.
To be eligible for employment with Department of Social Services (the department), you must be an Australian citizen. An applicant's suitability for employment with the Department will be assessed through a pre-employment screening process. This will include an identity and criminal history background check.
The suitable applicant must also obtain and maintain a Negative Vetting 1 security clearance conducted by the Australian Government Security Vetting Agency (AGSVA).
Applicants also must be able to establish their background as checkable to be considered eligible for a security clearance. Any gaps or periods of time spent overseas for 12 or more months (cumulative) that cannot be verified by an Australian referee is deemed uncheckable, rendering the applicant ineligible for a security clearance. Background history must cover 5 / 10 years (Baseline / Negative Vet 1 or Negative Vet 2) of employment, education, residential, criminal history and anything else specified by the AGSVA. The suitable applicant must be willing to disclose all relevant and required information to fulfil this process.
