Primary objective
To be the primary source of asset management to the Housing Property Services unit in delivering effective, high quality and culturally
appropriate management of public and government employee housing within the Central Australian region. The position supports the
management of contractual obligations and maintains compliance with relevant statutory regulations across the portfolio.
Context Statement
The Department has a central role in strengthening regional communities by transforming physical and social infrastructure across the Territory.
The working environment is changing rapidly which adds a dynamic complexity to a client focussed task load accompanied by strict deadlines.
Key duties and responsibilities
1. Provide contract administration and project management, including raising of relevant work orders, maximising budget utilisation on agreed
scopes of works and schedule of rates under departmental guidelines and procurement processes while providing a timely service to client
agency.

3. Ensure asset condition inspections are conducted and immediate, urgent and routine repairs and maintenance are identified and recorded in
departmental systems.
4. Monitor and advise management on the performance, timeliness, and workmanship of contractors in accordance with the contract Key
Performance Indicators, conduct contractor meetings including recording performance and input into contractor performance scorecards and
reports.
5. Monitor accuracy of asset and other relevant data within departmental systems and prepare reports and other documentation as required.
6. Ability to work with contractors, emergency teams, and other stakeholders in cases of natural disasters/critical incidents or other events as
may be required, occasionally afterhours.
7. Respond positively to change with a commitment to ongoing improvement and professional development.
Selection criteria
Essential
1. A relevant qualification awarded by an Australian institution, or equivalent; or relevant experience in a field of technical work closely related
to the duties of the vacancy.
2. Comprehensive knowledge and experience in contract administration, project management and procurement practices, including budget
management, in relation to delivering program outcomes.
3. Sound knowledge and understanding of legislation, standards and codes underpinning activities associated with the construction,
maintenance and management of residential properties.
4. Proficiency in relevant computer software including spreadsheets, data bases and word processing, the ability to interpret/analyse data,
produce high level technical reports and convey essential issues to technical and non-technical personal.
5. Highly developed communication skills, both written and oral, including negotiation and conflict resolution. The ability to provide services in
a culturally sensitive manner and interact effectively with people from diverse cultures, including experience working in remote Aboriginal
communities.
6. Demonstrated ability to prioritise tasks, work effectively with minimal supervision, exercise sound judgement and maintain confidentiality,
while responding positively to change with a commitment to ongoing improvement.
7. A current NT ‘C’ class driver’s licence or equivalent, physically able to drive 4x4 vehicles for long distances, travel by various means including
by light aircraft, and preparedness to work for regular periods in remote townships, communities and urban centres.
Desirable
1. Working knowledge of functions, policies and regulatory controls within the public housing sector, including the Housing Act and Residential
Tenancies Act.
2. Knowledge of the political, cultural and economic issues specific to the region.
