The opportunity we have available


The International Aviation, Technology and Services Division is responsible for providing policy, regulatory and program functions in support of Australia’s aviation sector. The Division contributes to the well-being of all Australians by fostering a competitive, sustainable and safe aviation sector through appropriate regulation, program delivery and policy development.



The work of the Division spans a wide range of topics including aviation safety, airspace and air traffic management, future technologies, economic regulation, airport planning and development, environmental management, Australia’s participation in the International Civil Aviation Organization (ICAO) and bilateral international air services agreements.



The International Aviation Branch is responsible for:


  • policy advice on international aviation industry and economic issues;
  • undertaking aviation economic and market analysis;
  • economic regulation of international aviation;
  • international relations including negotiating and administering bilateral aviation agreements with other countries;
  • policy advice and coordination of matters related to ICAO including on the environment, facilitation and economic regulation; and
  • the oversight and coordination of the Indonesian and Papua New Guinea transport capacity and capability international programs.


The current vacancy is in the International Policy and Regulation team, responsible for policy advice and analysis on the international aviation industry. You will support the economic regulatory compliance with aviation legislative frameworks, including assessment of International Airline Licences, airline timetables and intentional airport approvals.


A key feature of the role is working on all aspects of bilateral engagement relating to air services agreements. This includes providing advice on bilateral air services arrangements and markets, preparation and briefing for, and engagement in, negotiations with other countries including stakeholder consultation with other Government agencies and industry.



The role also involves progressing treaty-level agreements through the Federal Executive Council and the Joint Standing Committee on Treaties and supporting Australia’s engagement in international and regional forums including ICAO on economic regulatory matters.

  • Think strategically, analyse and develop policy advice through utilisation of an evidence-based approach and advice on the benefits, costs and risks.
  • Administer, review and implement legislation and regulations related to international aviation.
  • Engage, collaborate and build relationships with stakeholders to achieve outcomes, facilitate cooperation and represent the Department in various forums.
  • Communicate with influence and clearly articulate your message in written and oral form including the preparation of quality and timely submissions and briefings.
  • Effectively work in a team, provide strategic direction, build capability and create a positive culture to deliver quality and timely outcomes under time pressure.

Eligibility requirements


Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:


  • Citizenship: To be eligible for employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts applicants must be an Australian citizen at the time of submitting your application.
  • Health Assessment: the preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
  • Security Clearance: the successful candidate must be able to obtain and/or maintain a security clearance at Baseline Vetting. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances. More information on the security clearance vetting process is available on the Australian Government Security Vetting Agency (AGSVA) website.
  • Experience or background in international relations, strategic policy, economics or legal would be highly desirable.
