The opportunity we have available


The International Aviation, Technology and Services Division is responsible for providing policy, regulatory and program functions in support of the Government’s oversight of Australia’s aviation and airports sectors. The Division’s work includes international and domestic engagement, and involves working closely with portfolio agencies, airline and airport operators and other stakeholders on topics such as aviation safety, airspace and air traffic management, future technologies, and airport planning and development.



The Safety and Future Technology Branch is responsible for providing policy advice on flight and airspace issues; coordinating the Government’s response to emerging technologies such as drones; providing governance oversight of the aviation portfolio agencies; and providing the secretariat for a number of aviation advisory groups.



The Strategic Agency Governance and Engagement Section delivers strategic policy advice on aviation safety issues and undertakes oversight, governance and engagement activities in relation to aviation portfolio agencies: Airservices Australia, the Civil Aviation Safety Authority (CASA), and the Australian Transport Safety Bureau (ATSB). As part of its oversight and governance role, the Section supports the Minister by ensuring the operations of these portfolio agencies align with the Government’s aviation policies and legislation, and meet the expectations of the aviation sector and the Australian community. The team also provides secretariat support for regular Deputy Secretary/CEO level leadership meetings and the Aviation Policy Group and Aviation Implementation Group meetings.



We are looking for a capable APS6 Policy/Governance Officer to join our Strategic Agency Governance and Engagement Section. The team works in a dynamic environment, engages regularly with counterparts in the aviation agencies and across the department, and provides advice to the Minister and Senior Executive on a variety of important issues relating to aviation safety.


Reporting to an experienced Assistant Director, and working within a supportive, collaborative and high-performance team, the successful candidates will have opportunities undertake key policy tasks such as ministerial submissions, correspondence, briefs and secretariat support. This role will also provide opportunities to work on governance tasks such as performance and financial reporting, board appointments and risk registers.

Key duties may include:
  • Preparing strategic policy advice in conjunction with internal and external stakeholders for the operation of the three agencies Airservices Australia, CASA and ATSB, and provide ministerial, parliamentary and executive briefings, ministerial and cabinet submissions to secure government decisions to ensure successful outcomes.
  • Building and maintaining strong and productive relationships with key internal and external stakeholders, and collaborating to develop strategic policy advice on aviation safety matters.
  • Provide corporate governance oversight to the three agencies Airservices Australia, CASA and ATSB through the review of quarterly reports, annual reports, corporate plans, financial results, board appointments, board skills matrix, and ministerial statements of expectation.
  • Providing strategic support for key senior executive meetings to support the Secretary and Deputy Secretaries attendance, including preparing agendas, briefs and meeting papers.
  • Assisting in ad hoc tasks and requests as required from time to time.

Eligibility requirements


Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:

  • Citizenship: To be eligible for employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts applicants must be an Australian citizen at the time of submitting your application.
  • Health Assessment: the preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
  • Security Clearance: the successful candidate must be able to obtain and/or maintain a security clearance at Baseline Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
