ABOUT THE OPPORTUNITY

The Office of the National Data Commissioner (ONDC) is seeking candidates for an exciting opportunity to join the ONDC. The ONDC is responsible for implementing the DATA Scheme, established by the Data Availability and Transparency Act 2022; a new, best practice scheme for sharing Australian Government data, underpinned by strong safeguards and simplified, efficient processes.

The National Data Commissioner is the regulator of the DATA Scheme and provides advice and guidance about its operation. The National Data Commissioner also delivers education and support for best practice data handling and sharing. As part of the ONDC, you will work closely with partners within and outside the APS to help shape new opportunities to safely, and securely share Australian Government data for public benefit. This includes the opportunity to work with Commonwealth, and State and territory government bodies as well as Australian universities.

We are seeking candidates with skills and experience across a range of areas, including: regulatory environments; compliance and accreditation (for example, you may have assessed government payments, grants or services against policy criteria); and generalist policy officers. We have vacancies in two streams:

1. Compliance, regulation, education and policy

2. Accreditation to the Data Availability and Transparency Scheme

Compliance, regulation, education and policy
The compliance, regulation, education and policy stream is central to the National Data Commissioner’s advice and guidance function. We’re entrusted with engaging with and providing advice to entities about prospective data sharing opportunities and regulating the Scheme. Your role will be pivotal in fostering partnerships within and outside of government, and building understanding of the operation of the DATA Scheme. You’ll work collaboratively across teams in the ONDC to provide seamless and holistic advice to stakeholders.

Accreditation
Accreditation serves as a gateway into the DATA Scheme, and ensures eligible entities are capable

of handling public sector data and minimising risk of unauthorised access or use. The Accreditation section is responsible for assessing applications from participating entities (Commonwealth Government Departments, State and Territory Government Departments and Universities) against a range of expected characteristics including the entity’s:

  • Data management and governance policies and practices
  • Ability to minimise the risk of authorised access, sharing or loss of data; and
  • The skills and capability of their staff.

Within the accreditation stream, the successful candidate will be responsible for assessing applications for accreditation under the Scheme, including:
  • Assessing applications against the criteria and the expected characteristics for Accreditation
  • Working with entities throughout the assessment process to understand their application and obtain more information, as required.
  • Documenting and writing up the assessment for decision by the National Data Commissioner.

The ONDC is dedicated to ensuring a collaborative and supportive culture. We offer a family-friendly environment with flexible working hours and a mix of working from home and from the office arrangements. Remote working arrangements may be considered for exceptional candidates. Over 50 per cent of the Office of the National Data Commissioner workforce has caring responsibilities. The Department of Finance supports internal mobility, and there are a broad range of opportunities that the Department of Finance offers as a central agency.
