The South Dakota Department of Transportation (SDDOT) has a perfect opportunity for you as a Transportation Specialist II (State Highway Funding Specialist)! Job Description: The Division of Finance and Management is looking for a Transportation Specialist II (State Highway Funding Specialist) to help us live our mission of providing “Better Lives Through Better Transportation.” The Transportation Specialist II (State Highway Funding Specialist) tracks and forecasts state highway fund revenues and manages Federal Highway Administration (FHWA) financial reports. Duties and Responsibilities: All position responsibilities are tightly related to the SDDOT mission to efficiently provide a safe and effective public transportation system. These duties include but are not limited to:
prepares Federal Highway Administration Reports;
administers the State Infrastructure Bank (SIB) agreements and prepares an FHWA SIB Annual report;
prepares various funding reports for DOT Management for use in preparation of the State Transportation Improvement Plan;
prepares and updates construction cost index;
reviews and approves application for prequalification of contractors;
sets up and maintains contractor maintenance service purchase orders;
track and monitor DOT Scholarships;
assist with Project BISON testing.
Desired Knowledge, Skills, and Abilities: Knowledge:
Department of Transportation financial policies and coding (preferred but not required);
State Accounting System (preferred but not required);
basic contractual agreements;
data collection and evaluation techniques.
Skills:
read and understand statutes, administrative rules, policies, regulations (preferred but not required);
communicate effectively, both verbally and in writing;
operate Microsoft software, including but not limited to Power Point, EXCEL and Word.
Abilities:
display high standards of ethical conduct;
attend to all details of assignments and complete work properly, accurately, and thoroughly;
treat customers courteously and is responsive to their needs;
set priorities, schedule activities, acquire resources, and monitor progress to ensure the successful completion of projects and assignments;

Position Requirements:
Bachelor degree in accounting, business administration, finance, or a related field and/or an acceptable combination of education and governmental accounting or financial experience highly preferred.
Compensation:
The total compensation of Hourly Wage + State/Federal Benefits for a typical year for entry level Transportation Specialist II (State Highway Funding Specialist) is approximately $89,864.00 annually.
