Job Summary:

The South Dakota Department of Human Services Division of Budget and Finance is looking for a motivated and detail-oriented individual to perform a variety of financial functions. This position will be a technical resource for complex DHS programs, serve as a technical lead for daily accounting and financial functions, and assist with financial statement preparation.
This is a full-time 40 hours weekly position with the Department of Human Services (DHS). This position is located in Pierre, SD. For more information on the Department of Human Services, please visit https://dhs.sd.gov/
Duties include, but are not limited to:

• Assist with development and implementation of policies and procedures
• Initiate, direct, and complete projects dealing with outside funds, non-governmental entities, and grant recipients
• Serve as the Department lead for federal fund monitoring, reconciling, and reporting;
• Provide technical guidance and review work of team members to ensure work accuracy
• Serve as the Department lead for payment voucher review and final agency approval - ensuring compliance, internal controls, and accuracy;
• Assist in the preparation of accruals and financial statements;
• Prepare accounting system entries, including expenditure and revenue corrections, as well as cash transfer documents;
• Provide oversight of contract entry into the state's accounting system, ensuring compliance with Department coding structure and system requirements and serve as the lead for contract payment accounting transactions in the state's accounting system.

Licenses and Certifications:

• Bachelor's degree in accounting, Finance, Business Administration or related field is preferred

The Ideal Candidate Will Have:

• 2-7 years of experience in the finance field

Knowledge, Skills, & Abilities:

Knowledge of:

• Accounting and financial principles
• Microsoft Excel, Word, and Query;
• Governmental Accounting; and
• State of South Dakota Accounting System (preferred but not required)

Ability to:

• Plan and organize workload, adjust to multiple demands, and prioritize tasks
• Extract and analyze accounting system data;
• Prepare accurate and timely reports;
• Communicate information clearly and concisely;
• Interpret complex regulations
• Demonstrate an understanding of impact of decisions while balancing need for timely decisions;
• Perform advanced research;
• Develop relationships and effectively work with other internal members as well as representatives from other State agencies and outside entities
