JOB SUMMARY: Responsible for the general oversight of the equipment and supply inventory, including issuing equipment, uniforms, weapons, and supplies to personnel, identifying and evaluating equipment, procurement of equipment and supplies, and maintaining accurate inventory records for the Pulaski County Sheriff’s Office staff.

ESSENTIAL JOB FUNCTIONS:
  • Maintains an inventory of supplies, including uniforms, portable radios, weapons, holsters, handcuffs, body armor, badges, cell phones, swat weapons, ammunition, bulletproof vests, radios, and other duty gear for officers and staff.
  • Receives supply and equipment requests from personnel; ensures required documentation and approval are attached; orders supplies and equipment while following procurement regulations, policies, and procedures.
  • Coordinates with training to ensure new employees are measured and fitted for appropriate uniforms; trains officers on uniform wear and equipment usage in the performance of job duties.
  • Maintains an equipment and supplies database; enters equipment information into the database and records the assigned officer, assigned vehicle, or inventory status; ensures inventory accuracy and submits orders for required supplies or equipment as necessary.
  • Coordinates the service, maintenance, and repair of equipment and supplies to ensure optimal performance and operational readiness; maintains documentation of quality or performance issues.
  • Tracks equipment recalls and warranties; schedules equipment replacement, service, or repair as needed.
  • Maintains and reviews expiration dates of ammunition, gear, and equipment; communicates with personnel to replace expired equipment; ensures replacement supplies and/or equipment are readily available.
  • Oversees departmental vehicle maintenance, repair, and registration; ensures scheduled maintenance and repair work is completed; all vehicles are properly registered; and maintains accurate records of maintenance, repair, and registrations.
  • Supervises disposal of outdated and/or surplus vehicles and equipment; ensures proper policies and procedures are followed; and maintains appropriate documentation and records.
  • Establishes and maintains working relationships with vendors; updates vendor information and catalogs as required.
  • Researches product information for various law enforcement equipment, supplies, and technological advancements; makes purchase recommendations.
  • Analyzes past expenditures, expected needs, and future cost projections related to uniforms, equipment, and supplies; monitors budget and recommends adjustments; conducts research to ensure cost-effectiveness of equipment and supplies.
  • Attends court proceedings and provides legal testimony regarding the type of gear, equipment, or supplies assigned to officers; explains their capability and effectiveness.
  • Provides administrative assistance to other areas within the Sheriff’s Office as requested.

WORKING CONDITIONS: Duties are performed within the Sheriff's Office, and some travel may be required.

MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
    • Considerable knowledge of inventory management methods, procedures, and objectives, including price research, bidding, ordering, receiving, and disbursing.
    • Considerable knowledge of principles, techniques, methods, and equipment storage and safety practices.
    • Good knowledge of office equipment, including a computer, job-related software, and database management.
    • Good knowledge of essential equipment, supplies, uniforms, and related items law enforcement utilizes.
    • Good knowledge of vehicle maintenance, registration, and insurance requirements and procedures.
    • Good knowledge of Federal, State, and County laws, ordinances, rules, procedures, and regulations regarding procurement and contract awards.
    • Ability to handle confidential materials reliably.
    • Ability to establish and maintain effective working relationships with the general public, vendors, coworkers, and other law enforcement agencies.
    • Ability to communicate effectively both orally and in writing.
    • Ability to establish and maintain a detailed record-keeping system.
    • Ability to read and interpret laws, regulations, policies, and procedures.
    • Ability to attend work regularly and reliably.
    • Skill in the operation and care of weapons and firearms as required by the department.
    • Skill in the operation of two-way radio communications equipment.
    • Skill in the operation of and data entry into a computer.


PHYSICAL REQUIREMENTS:
    • Visual acuity is required to observe the environment, computer monitor, equipment/supplies observation, operating manuals, and vendor catalogs.
    • Digital dexterity is necessary for writing and keyboard operation.
    • Ability to effectively communicate in person and to groups, by telephone in writing, and through radio communications equipment.
    • Ability to lift and carry up to 50 pounds in retrieval of equipment or supplies.
    • Ability to bend, stoop, climb, or twist to retrieve equipment or supplies from storage.
    • Ability to drive a non-commercial motor vehicle.
    • Ability to work in a constant state of alertness and in a safe manner.
    • Ability to concentrate for long periods of time.


EDUCATION AND EXPERIENCE:
Completion of high school or GED equivalency; some law enforcement experience or any equivalent combination of experience and training that provides the required skills, knowledge, and abilities.
  • Employment is contingent upon the successful completion of a criminal background check, motor vehicle report, child maltreatment check, and adult maltreatment checks.
  • Must possess or be able to immediately obtain a valid Arkansas driver's license.
  • Must possess or be able to obtain ACIC/NCIC certification within one year.
  • No felony convictions.
  • 21 years of age.
  • Must be a U.S. citizen and be able to provide proof when requested by the Sheriff’s Department.
  • This position is safety-sensitive and is subject to random drug and alcohol testing.
