The Quality Management (QM) Manger is responsible for the Contractor’s quality management program and assures that subcontracts implement a QM program that meets the requirements of the Guam BOS contract. This individual administers the Contractor’s QM program and has full authority to coordinate the rework of non-conforming work and full responsibility for assuring performance objectives, standards, and specific requirements are met and accomplished. The QM Manager, or designated alternate must be readily available during regular working hours. The QM Manger is responsible for planning and directing quality programs, policies, and initiatives to ensure the development and implementation of a robust and effective quality program. The QM Manager provides leadership for the Company’s vision for quality and customer service, develops appropriate measurements of quality and has the authority to act independently of operations to ensure quality policies and procedures are follows. Through their extensive experience and judgement, they will lead direct the work of others to plan and accomplish goals by exercising a wide degree of creativity and latitude. The QM reports to the Contractor’s corporate management and the Project Director.
Essential Responsibilities:
Maintains and continuously improves the quality management plans.
Works with company’s leadership teams to asses and ensure compliance with the quality management plan against internal (policies and procedures) and external (contract and program) requirements.
Reports regularly on results.
Develops, implements, and monitors criteria for evaluating program and business processes.
Regularly surveys internal and external customers to evaluate and improve the quality of business processes and client and customer services.
Organizes and facilitates regularly scheduled quality training with the leadership team and staff to educate and implement quality as a strategy.
Remains knowledgeable about state-of-the-art industry practices, business trends, management process techniques, and measurement tools.
Develops training for employees in quality improvement principles and contract compliance requirements.
Leads, facilitates or advises Company-wide quality teams.
Leads the development of quality assurance practices, such as record reviews or audits for internal organizations.
Facilitates investigations and corrective actions to ensure services satisfy customers' expectations and regulatory requirements.
Audits contract performance for compliance with quality requirements.
Individual will have access to confidential/sensitive information; must always maintain professionalism.
Works closely with technical and non-technical peers, cross-functional groups and senior management to promote successful delivery of services.
Works across functional groups to enhance the services we provide to our internal and external customers.
Work with quality teams to develop credible, accurate, and timely assessments of quality.
Develops short and long-term plans for the quality department together with supporting budgets.
Manages the resources of the quality department staff for all projects and services.
Handles staffing and personnel management duties.
Provides hands-on leadership, guidance, and career growth opportunities to the quality department.
Serves on the Strategic Management Council and various other committees as requested.
Serves as a key member of Company’s leadership team.
Establishes and maintains partnership with Government counterparts to ensure Company commitment to excellence.
Responsible for numerous contract deliverables, contract performance measurement, contractor self-assessment, and trimester Award Fee presentations.
Ensures subcontractors participate in and abide by the Company’s Quality Management Program.
Performs functions as itemized in nature and scope of position in physical and environmental requirements of the job.
Fulfills other related duties and responsibilities as assigned.
Accountable for quantity and quality of work, attitude towards client, customers and work force, attitude towards Company, supervisor and peers, dependability, job knowledge, initiative, responsibility, and operations of the quality department.
Perform all other position related duties as assigned or requested.
Minimum Position Knowledge, Skills, and Abilities Required:
High School Diploma or GED; preferably a bachelor's degree in Civil, Industrial, Electrical or Mechanical Engineering, Mathematics, Statistics or related engineering and scientific fields from a US accredited college, university or equivalent institution.
Minimum of 5-10 years of experience in quality management
Must have a working knowledge of government contracts, management processes, process improvement, benchmarking, performance measurement, team development, and quality tools or experience gained by performing specialized work in a closely reltaed professional occupation such as Industrial Engineering or other engineering and scientific fields.
Must have BOS contract work experience
Must pay attention to detail and demonstrate the ability to remain flexible to meet everchanging requirements
Must be familiar with quality, concepts, practices, and procedures
Must demonstrate a strong commitment to quality improvement
Must have highly developed leadership, communications (written, oral and presentation), interpersonal, and management skills
Must be able to work in a fast-paced environment
Must be able to work in a team environment across all levels of the organization
Must have supervisory experience and be able to manage subordinates, projects and workflow effectively
Must have exceptional organization skills with the ability to manage multiple an competing priorities
Must be proficient in Microsoft Office programs to include Word, Excel, Outlook and Power Point
Additional knowledge/skills may be required by assignment or contract.
Must be able to obtain and maintain a Secret US Government Clearance. Note: US citizenship is required to obtain a Secret Clearance.
Work Environment, Physical Demands, and Mental Demands:
May be required to work in protective equipment that increases heat stress and limits mobility.
Work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject the individual to severe changes in weather (temperature, wind, rain, etc.).
Must be able to travel to and between remote locations in austere and/or hostile environments on short notice.
Must be in possession of a U.S. Passport and be able to travel internationally.
