Job Overview The Property Manager is responsible for the operation of an assigned portfolio of multi-family properties located throughout RuralEdge’s service area, including effective marketing of rental units, tenant relations, rent collections, lease enforcement, evictions, maintaining full occupancy, and assisting with compliance and recertification process in a collaborative and timely manner. All activities must be completed in accordance with Fair Housing laws and all applicable state, federal, and local programs including but not limited to LIHTC, RD, Section 8, HUD and Home. The Property Manager is an effective team member participating in the success of the Department, who also carries out various activities in coordination with other RuralEdge staff within Property Management as well as Finance, Real Estate Development and others. The ability to be flexible and work in a team environment is a must. Essential Duties and Responsibilities
Has overall responsibility and accountability for the quality of and financial stability of all the units in the assigned portfolio.
Ensure that vacant units are filled in a timely fashion. Show units to applicants, clearly communicate eligibility criteria and process once the Leasing Coordinator completes the file and hands over for review, communicate and collaborate with the Turnover Team regarding turnover status, prepare move-in packet and perform lease up.
Perform all activities associated with the efficient operation of each building in the assigned portfolio. Management activities include but are not limited to: maintaining vacancy information, performing property and unit inspections, monitoring property budgets, assessing/processing property maintenance expenditures, coordinating with Maintenance Team on all work, maintaining curb appeal, and monitoring vendor performance, compliance of all types of layers within the properties including HUD, LIHTC, Rural Development, HOME and Section 8 Vouchers.
Manage tenant relations. Respond daily to telephone, email and in-person inquiries from tenants, addressing and resolving issues and answering general questions as needed.
File annual recertifications for assigned properties, and if a tenant reports a change in their household income or size throughout the year, print and mail a packet to be returned to the Compliance Specialist.
Assist in the enforcement of lease terms, and promptly addressing lease violations and tenant infractions; communicate with tenants regarding policies.
Ensure that residents receive professional support and guidance, and that communications are timely, effective, positive and direct.
Support residents in addressing social and related problems by providing information and referrals to appropriate community resources.
Log complaints and other communications from residents, and initiate appropriate follow up such as home visits, work orders, inspections, etc.
Ensure rent is collected in a timely fashion. Send monthly late rent letters, as needed. Make payment arrangements for past due rent.
Manage evictions when necessary, coordinating with attorneys or other agencies as needed. Make all reasonable efforts to prevent evictions.
Coordinate and facilitate the move out process including: schedule move-out inspections with Maintenance Supervisor; send move-out instructions to tenant; schedule move-out; communicate vacancy with Compliance staff; compose and send security deposit letter; and submit the completed move out file to the Director of Property Management.
Pursue forwarding address and collection of past due amounts; send to collection agency.
Coordinate with Real Estate Development on the redevelopment of RuralEdge properties. Assist with relocation activities, including describing process to resident, showing relocation units, assisting the resident to prepare for moves and assisting on the move day.
Management in the development of annual property budgets, including setting rent levels and capital budgets.
Coordinate closely with Maintenance Staff to ensure properties are in good condition.
Conduct tenant appeals as needed.
Annual completion of Landlord Certifications.
Annual waitlist purge for the assigned properties.
Assist with all aspects of Compliance as needed including applications, re-certifications, interims, maintaining tenant files, and participating in file reviews. Must have basic understanding of complex Compliance portfolio and take responsibility for all files for assigned properties.
General Duties
Maintain accurate and confidential files in accordance with RuralEdge policies and that of the regulatory agencies.
Ensure that recordkeeping is comprehensive, up-to-date, and easily accessible.
Maintain positive, collaborative relationships with social service agencies.
Accurately interpret and implement owner and corporate policies and procedures, state and local laws and ordinances; financing restrictions and covenants, and Federal regulations, including Fair Housing regulations.
Comply with all company directives on personnel, accounting, purchasing and maintenance.
Ensure all affordable housing program requirements and applicable HUD, RD, LIHTC, and State agencies regulations are monitored regularly and are in full compliance, including files, wait list, leases, correspondence, etc.
Participate in assigned activities in support of RuralEdgeand Property Management Division’s mission and goals.
Work in a fast-paced environment and maintain organization with the assigned portfolio.
Act in a professional manner at all times.
Comply with all RuralEdge policies and procedures.

Minimum of high school diploma or equivalent, and at least two (2) years of experience in property management preferred. Experience in business, financial management, or human services preferred.
Excellent written and verbal communication skills.
Excellent organizational skills and detailed work habits.
Basic computer knowledge and competence, including MS Word, Excel.
Ability to work cooperatively, effectively, and efficiently with a diverse group of people in a team environment.
Ability to travel for job performance.
Possession of a valid driver’s license, a good driving record, and automobile insurance per State of Vermont.
Ability to work in a team environment with limited supervision. Ability to multi-task, and balance priorities incorporating day-to-day and long-term goals. This position requires professional conduct at all times.
· ***During the first 90 days of employment, there will be an intensive three (3) day training to learn the basic understanding of the HUD Handbook and earn a certification as a Certified Occupancy Specialist.
