Project-Based Voucher Coordinator

POSITION SUMMARY: Coordinates implementation of all regulatory requirements associated with the Project Based Voucher (PBV) Program and THDA policies. Ensures that properties meet all the required guidelines to enter into Agreements to Enter into Housing Assistance Payment (AHAP) contracts, including completion of Subsidy Layering Reviews, Environmental Reviews, and regulatory inspections requirements for administering the Project Based Voucher Program.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
  • Assists the PBV Manager with oversight duties as assigned.
  • Under general oversight by the manager, ensures compliance of all PBV regulations and PIH Notices.
  • Reviews and audits client files required property inspection data, and general work product as required by the PBV Manager.
  • Assists PBV Manager with month-end and ongoing reporting requirements.
  • Ensures proper wait list referral and applicant selection procedures are followed and monitored.
  • Conducts applicant eligibility briefings and determination of applicant eligibility for the PBV Program.
  • Prepares Agreements to Enter into Housing Assistance Payment (AHAP) contracts and Housing Assistance Payment (HAP) contracts for PBV properties.
  • Supports the PBV Manager to assure unit compliance with all program rules and other state and federal regulations as required.
  • Performs case management duties in the absence of the PBV Specialist or to ensure the timely processing of the caseload of the PBV Specialist as required.
  • Assists the PBV Manager, training new employees and existing staff members on programmatic policies and procedures.
  • Responds to complaints using a formal complaints process and communicates with clients and landlords.
  • Investigates reported or suspected cases of fraud as necessary.
  • Attends meetings and training as required.
  • Maintains current and accurate knowledge of information concerning the HCV and PBV program.
  • Moves among programs and to the Housing Choice Voucher Program as needed.
MINIMUM QUALIFICATIONS
The requirements listed below are representative of the knowledge, skills, and/or abilities required.
Education and Experience:
  • High school diploma or GED; relevant post high school certification preferred.
  • Bachelor's degree highly preferred.
  • At least one year of experience in federal, state, or local housing program, property management, or other related field is required. Two or more years of experience preferred.
  • At least two years of experience in the Housing Choice Voucher or Project-Based Voucher Program is preferred.

  • Current, valid driver's license from domicile state and the ability to drive.
  • Occasional in-state travel, including overnight travel
  • While performing the duties of this job, the employee is regularly required to sit; stand; use hands to finger, handle or feel; and talk and hear.
  • The employee is occasionally required to walk; reach with hands and arms, and stoop, kneel, or crouch.
