Duties and Responsibilities


    • Works under the direction of the Hawai'i Early Childhood Educator Excellence and Equity (ECE3) Project Director (PD) and Principle Investigator (PI) to provide leadership, management, and oversight on the development and implementation of a statewide continuous quality improvement (CQI) and technical assistance (TA) system for Hawai'i's early care and education mixed-delivery system.
    • Coordinates the overall management needs of the initiative. Responsible for programmatic reporting requirements, fiscal, budgetary, personnel management and grant writing.
    • Serves as liaison with internal collaborators (UH System, UHCCs, P-20, Center on the Family, Learning to Grow Project) and external collaborators (i.e., DHS, EOEL, DOE, DOH, County Early Childhood Coordinators, Head Start, and other nonprofits, like PATCH, early childhood programs, consultants, philanthropic organizations, policy makers, early childhood educators, families).
    • Plan, deliver, and direct educational outreach programs for early care and education programs and their staff, and in-service training for staff and clientele of collaborating agencies, including, but not limited to, newsletters, workshops, conferences, etc.
    • Directs and oversees the implementation of the research work plan and data collection.
    • Researches and drafts articles for publication. Develops, edits, and disseminates high-quality materials for communication, publication, and educational purposes.
    • Prepares memorandum or agreements, year-end reports, and other documentation as required. Evaluates and recommends future actions based on the scope of the contract agreements and needs of the project.
    • Attends statewide meetings which may involve evening and weekend hours, and travel to off-campus locations, including inter-island.
    • Utilizes web-based content management software/programs, to store, edit, and manage online project materials and data.
  • Ensures fiscal and personnel transactions conform with University policies and procedures, State, Federal, and other respective agencies' laws, regulations, policies and procedures.

Minimum Qualifications
  • Possession of a baccalaureate degree in Early Childhood Education, Human Development and Family Studies, Social Sciences, Education or related field and 5 year(s) of progressively responsible professional experience with responsibilities for working with children, birth to five years, and their families in an educational or community setting; and/or developing and implementing educational outreach programs; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of educational program management, and/or data collection, quality assurance, and outcome monitoring as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with early childhood care, development, and learning for ages birth to five (5) years.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer, apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Availability to work outside of the normal working hours, including evening, weekends, and holidays, as needed.
  • Ability to travel independently to various geographical locations in a timely manner. Requirement may be fulfilled by a valid Hawai`i Driver's license (Class 3), comparable driver's license, or other means of transportation which meets position needs.

Desirable Qualifications
  • Master's degree in Early Childhood Education, Human Development, Public Administration, Education or related field.
  • Supervisory experience.
  • Experience in published research-based early childhood articles.
  • Knowledge of adult learning strategies and parenting practices.
  • Programmatic, fiscal, and personnel management at a post-secondary educational institution.
  • Knowledge and/or experience with University of Hawaii (UH) and Research Corporation of the University of Hawaii (RCUH) financial and human resources systems, policies and procedures.
  • Knowledge and/or experience with web-based content management software, database management programs, and/or statistical analysis software.
