Motor Vehicle Hearing Officer

What You Will Be Doing

The Division of Motor Vehicles is seeking an administrative hearing officer to preside over hearings to resolve disputes between individuals and the Division. They review evidence, interpret statute and regulations and make impartial decisions based on the facts presented during the proceedings. Additionally they articulate their findings and conclusions on record, often with opposing legal counsel, and must draft written decisions summarizing the outcome of the hearing.

Administrative Hearing Officers play a crucial role in ensuring fair and just outcomes, as they contribute to resolving disputes, upholding Alaska Laws, and maintaining the integrity of administrative processes.

The Working Environment You Can Expect
While the position is based at the DMV Headquarters in Anchorage, and certain hearings may happen at DMV Headquarters, the incumbent will be based remotely at home. The role of an administrative hearing officer in a remote work setting requires a strong independent work ethic, as individuals must efficiently manage caseloads, conduct hearings and deliver well-reasoned decisions autonomously.

Who We Are Looking For
To be successful in the position, the ideal candidate will possess the following core competencies:
  • Considerable knowledge of locating, interpreting, and applying state laws, case laws and regulations. Working knowledge of legal terminology.
  • Computer Knowledge – Demonstrated ability to use computers and common business software such as MS Office, Access, Outlook.
  • Ability to interview individuals to obtain factual information, analyze evidence, and draw logical conclusions.
  • Work Independently – Demonstrate independence by using strong decision-making skills and solving complex problems. Demonstrated ability to manage time efficiently in order to complete work in a timely manner and meet conflicting deadlines.
  • Ability to conduct/preside over quasi-judicial hearings and to render decisions based on findings of fact and conclusions of law. Ability to summarize decisions and document issues raised, matters of law and fact, and conclusions drawn.

Minimum Qualifications
Two years experience interpreting and applying motor vehicle laws, regulations, and policies, of which 6 months includes responsibility for managing a regional Motor Vehicle field office. The specific experience includes work such as Motor Vehicle Office Manager 1 with the State of Alaska or the equivalent elsewhere.
OR
Two years of paralegal experience performing legal research and investigation, preparing reports and drafting legal documents in support of attorneys or agencies engaged in administrative adjudication. This experience includes work such as Paralegal 1 with the State of Alaska or the equivalent elsewhere.

Special Note:
Positions in this job class require the ability to travel by road, air, or water to conduct in-person hearings.

A background investigation will be required upon initial appointment.

Possession of a valid driver's license is required.
