About the division:
Within the HCA’s Medicaid Programs Division (MPD), Community Services Section, this position assists in achieving HCA’s mission and supports the agency’s vision and values by administering innovative programs and contracts that promote access to health care coverage for Medicaid eligible individuals. Through contracts and partnerships with local education agencies (LEAs) and other state agencies, this position supports access and funding for school-based services.

About the position:

As HCA’s statewide subject matter expert, the Medical Assistance Program Specialist 3 is a direct report to the Family Health Care Services Section Supervisor and provides consultative professional and technical subject matter expertise and recommendations to the HCA executive leadership, affected state, local, and federal government partners, non-profit and for-profit organizations, and community partners. This position is independently responsible for the ongoing development, planning, and oversight of the statewide CMS school-based services grant and contributes to the work of HCA Medicaid in Schools.

This position is eligible to telework and is typically not required to report on-site.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.


Duties

Some of what you will do:
  • Directly responsible for using independent judgment and program subject matter expertise and knowledge to develop, write, and oversee all aspects of the statewide CMS school-based services grant including business requirements, policy promulgation, contract administration, contract monitoring, claiming processes and payment.
  • Contribute to the work of HCA Medicaid in Schools: Recommendations for CMS Compliance and Expansion Charter work group.
  • Provide project management, oversight, and monitoring related to implementing cross-sector Medicaid and CHIP school-based initiatives and strategies.
  • Assist in coordinating with CMS in developing, writing, updating, and managing state plan amendments related to Medicaid and school-based services.
  • Provide expert consultation on all aspects of the Medicaid school-based services and related programs, contracts, and initiatives including but not limited to; program design, contract administration, time sampling methodologies, claiming and invoicing requirements, national trends and/or concerns related to assigned programs and contracts and technical subject matter expertise.
  • Develop, write, stakeholder, and implement needed State Plan Amendments, Washington Administrative Code, and Medicaid Billing Guides to ensure adherence to all applicable federal and state rules and regulations regarding Medicaid school-based reimbursable services, billing requirements, and reimbursement processes.
  • Collaborate with the Office of Superintendent of Public Instruction (OSPI), school districts and educational service districts to ensure the Medicaid State Plan is effectively and efficiently administered. Solicit feedback from LEAs, state and local government agency, tribes, and community to evaluate and recommend program or policy changes.
  • Work with agency staff and external partners to develop and implement policy and programmatic decisions related to aligning and coordinating Medicaid and school-based services.
  • Explain Medicaid and school-based services recommendations, findings, initiatives, activities and opportunities for stakeholder engagement.
  • Evaluate the impact of cross-sector initiatives and activities and provide recommendations to agency leadership for continuing improvement.
  • Represent and participate in or facilitate meetings with CMS, LEAs, other state agencies, cross-agency and stakeholder workgroups, and subcommittees.
  • Convene, lead, and attend internal and external meetings with federal and state agency partners, stakeholders, service providers, students, and families to present and gather information and feedback on Medicaid and school-based alignment and coordination initiatives and financing strategies.
  • Subject matter expert to advise on policy and fiscal impacts to programs, providers and clients. Provide consultative expertise regarding school-based services to executive leadership within the HCA and to affected state, local, federal government.
  • Consult with partner agencies, service providers, and contractors in developing recommendations and implementation strategies.
  • Respond to legislative and constituent inquiries regarding cross-agency Medicaid and school-based alignment and financing initiatives and opportunities.
  • Develop and maintain internal and external Medicaid and school-based services network and conduct program outreach and engagement activities related to school-based services.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:
  • A master’s degree from an accredited college with a major study in public health, public administration, business administration, social work or closely related field
AND
  • Three (3) years supervisory or consultative experience in health services, social service, Medicaid programs. Two (2) additional years of qualifying experience will substitute for the required master’s degree provided a bachelor’s degree from an accredited college has been achieved.

Option 2:
  • Nine (9) year’s total experience supervisory or consultative experience in health services, social service, and Medicaid programs

Option 3:
  • One (1) year as a Medical Assistance Program Specialist 2

Preferred qualifications:

  • Experience writing Medicaid State Plan Amendments and/or Medicaid Provider billing guides.
  • Experience with Provider One (Medicaid Management Information System (MMIS).

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
