The Digital Modernization Section (FED CIV IT) at Leidos is looking for an experienced Media Specialist II (MS2) to support the National Tracing Center Division in Martinsburg, WV. The MS2 is responsible for the day-to-day conversion, formatting and quality control of electronic records to ensure the readiness for delivery to the ECM repository system. The MS2 will notify the Imaging Administrator when files are ready to be loaded into ECM and will perform a simple data check to ensure data is available when query is performed. The MS2 will also perform quality control of the extracting and converting process of the data from the various media formats. The MS is responsible for direct contact with the Media Conversion Team, ATF customer, contract management and support staff as it relates to the conversion and formatting process. The MS is responsible for managing the conversion of non-standard PDF files as approved by ATF.
Primary Responsibilities
Able to create, edit, and manage file types such as .txt, tiff, and .ddf
Generating PDF batches to load directly into ECM when unable to convert and serial number index.
Performing quality control of extracted, converted and formatted firearm related records from various media sources in preparation for upload to ECM
Exhibiting a thorough knowledge of various document formats and determine which tools to use for reading the data
Initiating the process to deliver converted image files and accessory files to ECM
Using ECM to verify FFL entries and perform other QC and analysis functions
Ensuring records are available from ECM visually verifying View icons are available and randomly sampling for FFL and Serial Number searches
Completing Record Search Requests (RSR) for file transfers utilizing the Mekel scanner, copying from ECM or any other form of replicating firearm related data to an approved media source
Communicate with Media Conversion Team, ATF customer, contract management and support staff as it relates to the conversion and formatting process on records received in the OBRR when necessary
Completing the destruction process to include updating spreadsheets, requesting documentation from Team members for totals for the shred documentation, deleting all files and communicating with all necessary parties to ensure the entire destruction process was followed including physical destruction of media
Creating and editing FID Notes when necessary.
Knowing where to locate and how to use folders and files saved to the ATF shared drive
Managing multiple spreadsheets / documents
Basic Qualifications
High school diploma / GED plus 4 years of relevant experience
Must already have or be able to obtain and maintain a Public Trust Security Clearance with the ATF
US Citizenship
Ability to work with minimal supervision, perform tasks in a timely and efficient manner while following policies and procedures
Experience in performing work with a strong sense of attention to detail and accuracy
Manage time to efficiently complete the actions within acceptable service and accuracy levels
Ability to employ fact finding and investigative techniques to gather and review information
Proficient and knowledgeable computer skills including accurate use of keyboard, intermediate skills with various computer programs and databases used in the work processes including proficiency with, but not limited to, e Towrs, FTS, FLS, FID, ECM, and Microsoft Office Suite applications and accessing and utilizing web browsers to conduct advanced research
Identifying and reporting potential problems or issues to appropriate levels of management and seeking resolution assistance
Knowledge of ATF’s mission and approved processes, including but not limited to, familiarity with firearm serialization including manufacturer, caliber, type and model
Ability to apply expert judgment in selecting, applying and adapting appropriate work related material in all formats that follow a broad range of principles, concepts and practices. May include the ability to recognize patterns to focus the search and make independent decisions about when to move from one search technique to another or from one records / dataset to another, interpret and select information to be prepped, imaged or entered from the variety of sources
Duties as assigned by Supervisor to meet contract requirements, including directing and training of same or lower level staff

Ability to accurately record and report production numbers
Excellent oral and written communication skills
Ability to perform frequent and repetitive motions using fingers, hands, wrists and arms

Preferred Qualifications
College degree preferred
Minimum of 3 years of experience on the ATF contract is preferred; 1 year of experience as a General Clerk 3 or higher is preferred
Some previous management and / or leadership experience is preferred
Preferred experience from OBRR and OBR Tracing
Six months in current position; data entry experience is preferred
Some telephonic customer service skills preferred including, but not limited to, ability to fax, scan, file and distribute incoming documents, excellent telephone etiquette to include answering in-coming calls and placing out-going calls as well as resolving the call to include, but not limited to, taking messages, transferring the caller to voice mail or transferring the caller.
Passing test score if typing test was required in previous position
This position is covered under the Service Contract Act and is subject to minimum requirements. Leidos ensures that all provisions are satisfied. The pay for this position will be $22.09/hr.
