Manager, Facilities Technical Support

Description
The Manager of Facilities Technical Support will develop, implement and administer the operation of a technical team supporting the Maintenance Facilities department. Manage the day-to-day operation of the technical team and work required to support agency programs, facilitate State of Good Repair (SGR) and FTA regulatory compliance. Work collaboratively with other divisions across the agency regarding safety and technical initiatives. Plan all programs, procedures and practices to ensure consistency with organization's overall objectives and compliance with professional standards, state and federal regulatory requirements and laws. Responsible for the management of assigned staff.

This role requires being in office four (4) days per week.

Serve as a good steward of Tri Met by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of Tri Met’s product and service offerings.


Essential Functions
1. Oversee and manage the work of direct reports including engineers and program managers. Coordinate the work of program and project planning teams.
2. Manage, plan, direct, coordinate and review the work of assigned staff, including hiring, performance management, coaching and training.
3. Participate in the department budget process as a key stakeholder. Plan and manage the Facilities Technical Support workgroup budget.
4. Develop, implement and administer Facilities configuration management, change management, and maintenance control, including plans and reporting.
5. Manage and plan technical support activity and workflows, employing tools and strategies such as root cause analysis, failure analysis, risk based inspection, hazard analysis, and Transit Asset Management (TAM) guidance.
6. Support operations by developing and maintaining a preventative and predictive maintenance program in coordination with Maintenance Control for bus and rail Operations and Maintenance Facilities (OMF) and other facilities outside the rail Right of Way (ROW).
7. Collaborate with and support the Zero Emission program and Transit Training and Development department as needed.
8. Determine and monitor key performance inductors related to facilities maintenance. Recommend or implement design or process improvements to improve productivity. Work with maintenance and operations staff to oversee campaigns and task force teams to conduct root cause analysis and implement new processes and new designs to improve the efficiency of the facilities maintenance program.
9. Work with Engineering and Construction to coordinate OMF projects and create processes for design review for major capital improvement projects to improve the productivity of shop and storage buildings.
10. Assist in the master planning efforts for new or expanded OMFs and Maintenance of Way (MOW) shops.
11. Analyze and resolve complex problems pertaining to the design and operation of facility projects and other assigned projects. Manage and oversee testing and troubleshooting of existing building and site systems.
12. Review and comment on site and building design plans from an operations and life-cycle cost perspective.
13. Coordinate the process for prioritizing OMF renovation, Transit Center renovation and site renewal projects. Develop the implementation schedule and project timeline based on specific criteria including; useful life, condition, productivity, Transit Asset Management (TAM) reporting, funding, and stakeholder impact.
14. Assist the Safety and Security Division as needed in annual updates of Tri Met's System Safety Program Plan and Security and Emergency Preparedness Plan, for Tri Met light rail, bus, Commuter Rail, and other OMF projects.
15. Coordinate consultants and assigned Tri Met staff to ensure timely support and expected progress on a portfolio of projects as assigned. Enlist special or additional resources as needed to complete the work. Supervise planning, engineering and construction work of consultants and Tri Met staff.
16. Provide senior-level technical direction related to design and operation of bus and rail facilities and other assigned projects.
17. Coordinate Tri Met internal and external project efforts with internal staff, consultants, and public and private agencies. Coordinate with other departments and outside agencies on City-, County- and State-run projects that impact transit facilities.
18. Provide leadership and program management experience, displaying good judgement and autonomy, to evaluate, analyze and develop strategic plans and processes to successfully provide support and services under the Transit System and Asset Management Division.
19. Work collaboratively with other divisions across the agency including Engineering and Construction, Human Resources, Finance, Public Relations, IDEA, and Legal.
20. Support the Readiness for Service Team (RFST) for project start-ups. Serve on the Rail Activation Committee (RAC) for rail system extension start-ups with new/expanded OMFs or facilities.


Position Requirements
A minimum of a Bachelor's Degree is required with a Bachelor's Degree in civil, electrical, mechanical or industrial engineering or other related field being preferred.

A Master's Degree in engineering or architecture is preferred.

Six (6) years of total credited experience.*

Four (4) years of experience in facilities design, build, commissioning and/or maintenance is required.

Two (2) years of team lead, project management, contract management, or staff management experience coordinating and/or managing plans, schedules and/or deliverables.

PE - Professional Engineer, Professional registration from the State of Oregon is preferred upon hire.

PMP - Project Mgmt Professional, Project Management Professional Certificate is preferred upon hire.

Or any equivalent combination of experience and training.

  • The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $114,749.00
Maximum: $172,125.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, Tri Met’s salary administration process will ultimately determine the final salary offered.

Basic Life and Accidental Death & Dismemberment (AD&D) Insurance - Tri Met provides Basic Life and AD&D Insurance to assist employees and their families in the event of death or dismemberment.
Benefit Amount: 1x annual earnings, $150,000 max

Voluntary Life and AD&D Insurance - Employees may purchase additional life and AD&D insurance for themselves, spouse/domestic partner, and their child(ren). Employees pay the full cost for this insurance and must elect coverage for themselves in order to elect coverage for their dependents.

Employees may purchase one or more of the following voluntary coverages:
Hospital Indemnity insurance helps keep your finances on track when you are in the hospital. It pays you or a covered family member directly and you can use it to help cover costs such as copays, deductibles and living expenses.
Critical Illness insurance can help with costs from a serious illness that your medical insurance does not cover. It pays you or a covered family member a lump sum to use toward expenses like deductibles, groceries or childcare during recovery.
Accident insurance can help with costs that medical insurance does not cover if you are hurt in an accident. It pays you or a covered family member directly and you can use it toward your deductible, copay or daily expenses during recovery.

Pension
Defined Contribution Plan 401(a)
Tri Met provides a defined contribution pension plan to non-union employees. Tri Met matches the equivalent of 10 percent of a non-union employee's base pay into an investment account each pay period. The employee also has the option of contributing up to 15 percent of his/her base pay pre-tax to the account each pay period. The employee directs the investment of the employee's individual account. The employee is vested in the account after three years of service.

Deferred Compensation Plan 457
A Deferred Compensation Plan Section 457 (a plan for public employees) allows the employee to build retirement savings with pre-tax dollars to supplement pension, Social Security and private investment.

Sick Leave
Employees receive 12 sick days of leave for a total of 96 hours (8 hours x 12 days) each January 1. Unused sick leave can be carried over to a maximum of 1,700 hours (212.5 days). Employees hired mid-year receive a prorated amount of sick leave for the first year hired. Upon separation, 60% of accrued sick leave is deposited into your 401(a) account up to a maximum of 1,700 hours.

Holidays
Non-Union employees have one day off with pay on each of the following holidays: New Year's Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, the day following Thanksgiving, and Christmas.

Personal Days
Each regular non-union employee is allotted six (6) personal days with pay to be used within the calendar year. Employees hired mid-year receive a prorated amount of personal day for the first year hired.

Vacations
Employees accrue vacation eligibility for each continuous full year of service effective on the date of hire anniversary. For employee hired on or after November 15, 2012, the following schedule will apply:

  • During the first year of employment with Tri Met if employment is terminated the three weeks of vacation are not eligible for payout. Other than during the first year of employment, if employment is terminated, both the employee's banked vacation, and the vacation that has accrued ratably since the employee's last date of hire anniversary is eligible for payout in accordance with this policy.

Free Transit Pass
All active employees, their spouses/domestic partners, and eligible* dependents are eligible for a photo identification badge, which is honored as a bus/MAX pass on all lines of the District.
  • Child dependents are eligible for a free transit pass up to age 19, or age 24 if living at home and attending school full-time.

Frequent Flyer Mileage
Frequent flyer miles (miles flown on business or resulting from a business expense) may be applied to personal frequent flyer miles.

TEI Membership
Tri Met's corporate fitness center (TEI) is available to employees, and their spouse or eligible domestic partner, at five locations. Membership dues are only $13.00 per month for Tri Met employees and an additional $6.00 per month for a spouse or eligible domestic partner.
